Port Everglades Pilots informed Sector Miami PSC that the vessel suffered a loss of propulsion while entering Port Everglades, FL. Crew informed the PSCO's that the starting air valve (main) is inoperable/damaged, rendering the ship unable to start the main engine and maneuver. 74 SOLAS (20) Chap. I/11(a)
