Means shall be provided to control leaks of flammable liquids. The vessel's HFO transfer pump is leaking oil excessively as noted by unauthorized fuel collection bins under the pumps seals. Second engineer stated spare seals are onboard but engineering crew has not had time to conduct repairs.

Hydraulic power operated steering gear shall be provided with arrangements to maintain the cleanliness of the hydraulic fluid. The vessel's steering gear system is leaking hydraulic fluid in several places including the wiper seals. Unauthorized collection bins have been placed in several locations and are overflowing with hydraulic fluid.
