The provisions of this part shall apply to the electrical installations on all vessel contracted for on all vessels contracted for on or after June 1, 1958. Vessels generator found inoperable and non repairable. New generator schematics will need to be submitted to the USCG Marine Safety Center and Sector Houston/Galveston for review prior to installation.

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Marine Inspector discovered port main diesel engine inoperable. Vessel restricted from carrying passengers until port main diesel engine is repaired to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 182.01-5 17 C

The intent of this part is to insure that the scantling's, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Marine inspector discovered complete steel wastage of forward bow compartment access and surrounding area. Vessel must affect repairs to the satisfaction of a Coast Guard Marine Inspector prior to carrying passengers. 46 CFR 177.01-5 17 C

The intent of this part is to insure that the scantling's, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Marine inspector discovered pinhole in forward collision bulkhead and aft bulkhead of compartment #2. Also, separation between side shell and overhead deck in port and stbd aft upper corners of compartment #2, and overhead of compartment #5 forward of port waste tank. Vessel must affect repairs to the satisfaction of a Coast Guard Marine Inspector prior to carrying passengers. 46 CFR 177.01-5 701 C

The intent of this part is to insure that the scantling's, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. 46 CFR 177.01-5 701 C Marine Inspector discovered an approximate 12" x 4" hole in overhead deck of compartment #2, starboard side. Vessel must affect repairs to the satisfaction of a Coast Guard Marine Inspector prior to carrying passengers.

At each initial and subsequent inspection for certification and reinspection the marine inspector shall examine the passenger and crew quarters,toilet, and washing spaces, galleys,serving pantries lockers,etc.,to determine that they are serviceable and in a sanitary condition. Vessel shall repair or isolate stbd sewage tank to the satisfaction of a Coast Guard Marine Inspector. Vessel shall also sanitize bilge and surrounding area of leaking sewage tank to the satisfaction of a Coast Guard Marine Inspector. Marine Inspectors discovered active leak in stbd sewage tank and multiple holes and wastage on tank shell. 46 CFR 176.25-45 50 C

The intent of this part is to insure that the scantling's, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Marine Inspector discovered multiple metallic screws penetrating the stbd side shell and entering compartment #5. Vessel shall repair to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 177.01-5 50 C

Vessels not limited to daytime operation shall be provided, with an approved water light. Marine inspector discovered ring life buoy water light located on upper deck inoperable. Replace repair light to satisfaction of a Coast Guard Marine inspector. 46 CFR 180.30-5 50 C

Vessel owner reported malfunction of both on board generators. Vessel restricted from carrying passengers until generators are repaired to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 182.01-5 701 C

Unless a splice is made by an insulated pressure wire connector listed by Underwriters' Laboratories, In., it shall be thoroughly soldered, taped first with rubber and then with friction tape, or the soldered joint shall be otherwise protected as to provide an insulation the same as that of the conductors joined. Vessel shall replace all screw type wire connectors with crimp type connectors to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 183.05-50 50 C

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. MI discovered incorrect number identification of lifejacket stowage location. Re-label location to correct number of stowed lifejackets. 46 CFR 185.604(f) 16 C

Propulsion machinery shall be suitable in type and design...capable Of operating at constant marine load under such requirements without exceeding its designed limitations. MI discovered a leak in the outboard engine thru hull seal. Repair seal and stop leak to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 182.05-1 16 C

Garden hose shall be fitted with a commercial garden hose nozzle of good grade bronze or equivalent metal. Marine Inspector discovered wrong type hose nozzle attached to garden hose. Replace nozzle with appropriate type material nozzle. 46 CFR 181.15-10(e) 16 C

The master of each vessel subject to this subpart shall ensure that suitable public announcements, instructive placards or both are provided for proper method of donning and adjusting life preservers of the type(s) carried on the vessel. MI discovered missing lifejacket donning instructions on board vessel. Provide lifejacket donning placard or instructions. 46 CFR 185.25(d) 16 C

Lighting fixtures shall be constructed in accordance with the requirements of Underwriters Laboratories, Inc. Standard for Marine Type Electric Lighting Fixtures, Subject 595. MI discovered light fixture on starboard aft deck filled with water and debris. Repair/replace fixture to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 183.10-20(l) 16 C

All wiring shall be run as high as practicable above bilges. MI discovered aft bilge alarm wiring submerged in water in engine space. Secure wiring as high above bilge as possible and out of water. 46 CFR 183.10-20(d) 16 C

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level. MI observed 5 of 6 bilge alarms with inoperable audible alarm. Alarm for compartment #4 had an inoperable visual and audible alarm. Prove proper operation of bilge alarms prior to carriage of passengers to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 182.530(a) 701(c)

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. MI observed cooling water leaks on port and starboard main propulsion engines. Prove proper operation of main propulsion engines prior to the carriage of passengers to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 182.05-1(a) 701(c)

Auxiliary machinery shall be suitable in type and design for the purpose intended. MI observed exhaust leak on the Ship Service Diesel Generator (SSDG). Prove proper operation of SSDG prior to carriage of passengers to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 182.10-1(a) 701(c)

Ignition wiring as supplied or recommended by engine manufacturers is generally acceptable. MI observed welding cable used in place of marine grade cable on port engine. Additionally, MI observed damage to cable insulation. Replace cable with marine grade ground cable to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 183.05-40(a) 50(c)

Each life jacket carried on board the vessel must be marked in accordance with § 185.604 of this chapter. MI observed retroreflective material on 02 child life jackets to be degraded. Replace 02 life jackets to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 180.71(e) 50(c)

S. If garden hose is used, it shall be of a good commercial grade constructed of an inner rubber tube, plies of braided cotton reinforcement and in outer rubber cover or of equivalent material, and shall be fitted with a commercial garden hose nozzle of good grade bronze or equivalent metal. MI observed nozzle on fire hose to be degraded. Replace nozzle with a commercial garden hose nozzle of good grade bronze or equivalent metal to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 181.15-10(e) 50(c)

Visual indicator must be provided at the operating station to indicate bilge pump is operating. indicating light for the #2 bilge was inoperable.

Machinery and equipment installed on vessel must be suitable for the vessel and its operation. Port engine would not start.

First Aid kit was invalid. Item in the kit were expired.

Portable watertight containers for distress flares and smoke signals shall be bright in color, watertight and labeled. Container was not watertight, bright in color, or labeled IAW regulations. Container was a black fishing tackle box and not labeled Distress Signals.

All machinery must be maintained in such a manner as to afford adequate protection from machinery failure. A/C raw water cooling hoses are dry rotted.

Fire pump pressure gauge not installed.

Provide garbage plan.
