STARLIGHT 101

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, under all practicable conditions. During Annual Inspection it was discovered the bilge pipe cap for the forward compartment was missing, the water that was in forward space was not able to be pumped out. Owner is to replace cap in order for bilge pump to work as designed and to satisfaction of attending MI.

Vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel has not completed an annual inspection within the required timeline. Vessel shall not engage in any type of commercial operations until it has under gone an annual inspection.

Each vessel inspected and certificated under the provisions of this subchapter must, when any passengers are aboard during the tenure of the certificate, be in full compliance with the terms of the certificate. Vessel has missed their drydock deadline of 31Oct2025. Vessel is restricted from carrying passengers until drydock credit is given. 46 CFR 176.100(b)

Life preservers shall be distributed throughout the upper part of the vessel in protected locations. Whenever practicable, life preserver containers should be designed to allow the life preservers to float free in the event of an emergency. MI observed that life preservers were stowed on a shelf secured with wing-nut bolts. The owner/operator shall secure the life preservers in a manner that ensures they can be easily released or accessed for immediate use when needed.

The minimum capacity of the power fire pump shall be 50 gallons per minute at a pressure of not less than 60 pounds per square inch (psi)at pump outlet. While testing the fire pump, MI observed the pressure gauge at pump did not exceed 30 psi. MI checked the fire hoses and pressure on deck was sufficient to distinguish fire. Owner/operator shall investigate leakage of water and determine if gauge is broken on pump housing to determine why psi does not exceed 30.

A fire hose of sufficient length shall be provided for each fire hydrant, with the vessel requiring two fire hydrants. During fire pump testing, the hoses were activated, and MI observed that one hose had a hole, expelling water, while the other was worn. The owner/operator shall replace the fire hoses to meet the required standards of 46 CFR Sub chapter 181.15-10.

This part is intended to provide a minimum standard of regulations for equipment that will result in a vessel that is reasonably safe from fire caused by and/or originating in electrical equipment and reasonably safe from electrical shock. Each lighting fixture globe must have a guard. MI observed light fixture on deck exposed to elements did not have a guard around globe to protect from hazards. Operator/owner shall place guard around globe to protect from elements/hazards.

Electrical equipment on a vessel must be installed installed and maintained to: protect passengers, crew, other persons, and the vessel from electrical hazards, including ... electric shock. Install blanks blanks on elctical panel in the engine room. 46 CFR 182.200(b)

Each ship transporting more than 6 passengers for hire equipped with a radiotelephony station IAW Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: ... the radio operator must hold a marine radio operator permit or higher class license. 47 CFR 80.159(e)(1)

46 CFR 176.20-1:No major repairs or alterations affecting the safety of the vessel with regards to the hull, machinery, or equipment, shall be made without the knowledge and approval of the Officer in Charge, Marine Inspection. Failure to report inoperable generators.

46 CFR 180.175(d):Each life float must be fitted with a lifeline, pendant, two paddles, a painter and a light. During the inspection MIs noticed the Lifelines were rotted, the nets were rotted, the paddles were cracked, and the net attachments were broken. Additionally, life floats were unserviceable. Replace items with new and recondition all life floats to Subchapter Q standard.

46 CFR 185.20-35: As appropriate for the intended voyage, all vessels must carry adequate and up to date - (a) charts; (b) sailing directions; (c) coast pilots; (d) light lists; (e) notice to mariners; (f) tide tables; (g) current tables; (h) All other nautical publications necessary. All references onboard are not for this area. Provide current and applicable copies of each.

46 CFR 181.10-1: A power driven fire pump shall be intalled on each mechanically propelled vessel. Fire pump is leaking and has salt buildup and corrosion covering seals and outlet, hindering the crew's ability to provide adequate firefighting capabilties. Repair or replace to the satisfaction of Marine Inspector.

46 CFR 180.75: Each life jacket carried on a vessel on oceans... must have a life jacket light approved IAW 46 CFR 161.012. Most life jacket lights had broken pins. Some of the lights weren't turning on when twisted. Replace all lifejacket lights.

46 CFR 182.25-5(d): The bilge pipe piercing the collision bulkhead shall be fitted with a screw down valve located on the forward side of the bulkhead and operable from above the weather deck. MI observed the valve break when the crew attempted to work the valve. Replace the valve with a proper screw down valve.

46 CFR 180.70 (C) - At least one ring life buoy must be fitted with a lifeline. Lifelines on life buoys were worn and need to be replace IAW subchapter Q.

46 CFR 182.530(a) - On a vessel of at least 26 Feet in length, a visual and audible alarm must be provided at the operating station to indicate a high-water level... mid compartment alarm and light weren't operating when switch was activated.

46 CFR 185.726 (d) - Each battery used in an item of lifesavings equipment must be replaced during the annual inspection if the expiration date of the battery has passed. Some of the Floating lights battery were expire during inspection.Replace batteries before re inspection.

46 CFR 185.503 (a) (1) - The master of... a vessel making an oceans or coastwise voyage shall prepare a voyage plan. Master could not provide any logs or records of voyage plans being completed prior to departing. Create new log and ensure is always available for further inspections.

46 CFR 183.200 - Electrical equipment on a vessel must be installed and maintained to (b) protect passengers, crew and the vessel from electrical hazards caused by or originating electrical equipment and electrical shock. Breaker panel is missing door. Replace door with new.

46 CFR 176.25-50(b) - At each inspection for certification and reinspection the marine inspector shall examine the bilges and other spaces to see that there is no accumulation of oil or other matter which might create fire hazards. MI found excessive amounts of oil in the engine room bilge with the suspected source being the starboard generator. Remove all of the oil from the bilge and locate the source of the leak.

46 CFR 176.10-5(b) - The marine inspector shall examine all accessible parts of the vessels hull, machinery, and equipment to be assured that they are in a satisfactory condition. MI found the bottom plate in the center section of the lazarette bilge to be pitted at or beyond acceptable ranges as well as severe salt buildup on the bottom plate beneath the starboard propulsion shaft. Clean all affected areas of the bilge and provide a temporary repair proposal to make it to the next scheduled dry dock period at which time all will be cropped and renewed.

46 CFR 182.01-5(a)(1) - The intent of this part is to ensure that the main propulsion machinery installed on each vessel is suitable for the vessel and its operation and that the auxiliary machinery is suitable for the purpose intended. Port engine shaft seal is wasted and burnt. Repair or replace to the satisfaction of the marine inspector. Starboard generator cooling hoses are ruptured and leaking/rusting out A/C pump components. Starboard generator has a major oil leak coming from the air system, clean and repair. Port generator is inoperable.

46 CFR 183.05-20(a) - Batteries shall be effectively screened by a cage or similar structure to minimize the danger of accidental spark through dropping a metal object across terminals. Cover and secure batteries inside of tray.

46 CFR 185.604(b) - Each ring life buoy must be marked in clearly legible block capital letters with the vessels name. Port and Starboard side life buoys weren't marked.

46 CFR 180.25-25(a) - Each life preserver carried on a vessel must have at least 200 sq. cm of retro reflective material attached to it. Life jackets retro reflective tape was worn on numerous life jackets. Clean all life jackets and ensure all worn tape is replaced to the satisfaction of the MI.

46 CFR 185.516(a) - Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in a conspicuous place that is readily accessible and visible to the crew and passengers. Placards on board were made for a different type of life jackets. Acquire new placards and post in accordance with the CFR.

46 CFR 185.524(d) - Firefighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: (1)Date of the drill and training; and (2) General description of the drill scenario and training topics. MIs found no evidence of any fire drills being conducted or logged. No logbook was available at the time of inspection. Provide logbook and proof of training.

46 CFR 185.520(f) - Abandon ship and man overboard drills and training shall be logged or otherwise documented or ready for review by the Coast Guard upon request. The drill entry shall include the following information: (1) Date of drill and training; and (2)General description of the drill scenario and training topics. During the inspection, master could not provide drill records for 2023 operations. After further inspection MI was only able to find records rom 2021 and earlier.

46 CFR 185.602(g) - On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated by the vessel's stability letter, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 1-inch numbers and letters at the entranceway to that deck. Acquire and post in accordance with CFR.

46 CFR 184.702 - A vessel must comply with the applicable design, equipment, personnel, procedures, and record requirements of 33 CFR parts 151,155, and 156. Vessel could not provide a Garbage plan. Create and display garbage plan.

46 CFR 16.401(a) - Employee Assistance Program (EAP) education program: Each EAP education program must include at least the following elements: display and distribution of informational material; display distribution of a community service hot-line telephone number for crew member assistance and display and distribution of the employer's policy regarding drug and alcohol use in the workplace. Provide EAP.

46 CFR 16.203(a)(1) - Employers must ensure that they and their crew members meet the requirements of this part. Drug and alcohol program, 46 CFR 16.203(2) and (3). Provide proof on board of all documentation.

Vessel rep unable to provide DAPI records. Vessel representative stated the records are onboard another vessel. Provide DAPI records and proof of enrollment.

Alcohol swabs for testing are expired. Provide new alcohol testing device or testing strips.

Medication in first aid kit are expired. Provide new medication/first aid kit in accordance with 46 CFR 160.041.

Life floats and paddles are not makred with new vessel name. Ensure all applicable life saving appliances are appropriately marked to include, life floats, life jackets, ring buoys, and EPIRB.

Attachment points for lifelines on life floats are broken. Make repairs to ensure grab lines are properly attached to life floats. Also, replace retro-reflective tape on life floats.

The high level bilge alarm indicator for engine room is extinguished on the bilge panel by operating station. Replace extinguished bulb for indicator.

Vessel must conduct satisfactory man overboard and fire drill in the presence of a Coast Guard Marine Inspector prior to the carriage of passengers.

Whenever damage or deterioration to the hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the OCMI may conduct an internal structural exam. Due to corrosion and pitting discovered on the hull, vessel is required to assess and provide Sector Mobile a repair proposal for conditions found. Prior to operating, vessel must make appropriate repairs to the satisfaction of a Coast Guard Marine Inspector.

Combination day/night signals expired. Replace with signals approved under 160.021 prior to carrying passengers after sunset.

Life float on port side needs to be remarked with vessel name as it is faded.

80-B:C fire extinguisher in engine room is showing in the red. Replace prior to carriage of passengers with a minimum of a 40-B:C extinguisher.

Vessel missing 17 adult PFD. Obtain 17 adult PFD type I approved under 160.002, or .005. Mark with vessel name and affix lights approved under 160.112. Vessel limited to voyages as per the COI minus 17 persons.

Vessel was due for credit drydock and internal structure exam by 31MAR2021. Prior to carrying passengers complete satisfactory credit drydock exam.

Each survival craft must be: Secured to the vessel by a painter with a float-free link permanently attached to the vessel. Vessel’s float free weak link was missing for the port side life float and must be replaced. 46 CFR 180.130(a)(1)

Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddles for each life float need to be re-lashed to their respective life float.46 CFR 180.175(2)

On a vessel of not more than 19.8 meters (65 feet) in length carrying more than 49 passengers, and on a vessel of more than 19.8 meters (65 feet) in length, the minimum capacity of the fire pump must be 189 liters (50 gallons) per minute at a pressure of not less than 414 kPa (60 psi) at the pump outlet. The pump outlet must be fitted with a pressure gauge. Fire pump pressure gauge was observed as having a 25-30psi range and must be demonstrated to inspectors that it meets the 60psi standard. 46 CFR 181.300(b).

Each hatch exposed to the weather must be watertight. Vessel’s lazzarette hatch gasket was falling off and needs to be glued into place.46 CFR 171.124 (a).

...Each vessel must carry a certificate with a valid endorsement while subject to the Bridge-to-Bridge Act. Vessel’s bridge to bridge certificate was expired and must be updated...47 CFR 80.1005.

Prior to credit dry dock, (31 MARCH 2021)lazarette will need to be thoroughly cleaned out in order to conduct a proper inspection. 3/16 inch pitting observed, port side, under the wet exhaust. 46 CFR 176.600.

Prior to credit dry dock, the vessel must fix their rescue platform to better meet requirements of the 23 OCT 2015 CID note "RESCUE PLATFORMS AS AN ALTERNATIVE TO RESCUE BOATS ON SMALL PASSENGER VESSELS". Specifically, the owner is to address the following issues: 1. Rescue platforms must be sturdy enough to support at least two 185 pound persons, and must be able to withstand the effects of wave action. Current platform is too small. 2.Permanently marked with the vessel’s name and be provided with a suitable storage location. 3. The intended primary platform locations must be readily visible from the operation station and clearly marked “RESCUE ZONE, KEEP CLEAR” in four inch letters of contrasting colors. Inspectors also suggested to length ladder by 2-3 feet. 46 CFR 180.210(d) / SEC DEL BAY CID NOTE 23 OCT 15

An adult life jacket must be provided for each person carried on board a vessel. Vessel has 135 adult life jackets on board. Vessel is restricted to total passenger count of 135 until life jackets are replaced.46 CFR 180.71(a).

Each item of survival craft equipment must be of good quality and efficient for the purpose it is intended to serve. Top life float on port side is in wasted condition. Pendants are degraded and grab lines are pulling off of the float. Replace life float in kind and provide specification information to marine inspector. Remove float from vessel. Passenger count reduced by 22. 46 CFR 180.175 50C

Each life jacket carried on a vessel on oceans, coastwise or Great Lakes route must have a life jacket light approved in accordance with 161.021 in Subchapter Q. 24 life jackets did not have lights. Attach lights to those 24 life jackets. Passenger count reduced by 24. 46 CFR 180.75 50C

Electric submersible bilge pump in engine room requires shutoff valve at the hull, permanent mounting and meeting UL 1113 requirements. Remove installation from vessel and cap through hull fitting. 46 CFR 182.520 17C

Spanner wrenches must be provided where a 1.5 inch fire hose is require. Provide spanner wrench at each hydrant. 46CFR 181.310 (d) 16C

Clean engine room of accumulated oil, water, other liquids and absorbent pads. Repair Raw water leak on starboard engine. Clean hydraulic fluid from bilge of hold space. Dispose of all waste in accordance with state and local regulations. 46 CFR 176.830 705C SEVEN DAYS

Starboard side fire hydrant valve damaged and not able to be closed. Replace with functioning valve. 46 CFR 181.15-5(c) 16C

Fire pump has been replaced. Fire pump is not self priming and does not have pressure gauge at discharge. Fire pump is not capable of remote starting from operating station. 46 CFR 181.300 50C

Replace broken covers on lights (female head), repair light fixture in vicinity of bait table and make electrical cable safe in the interim. Remove shop lights from engine room that do not have guards on them. 46 CFR 183.01-15(a) 16C

Replace chafed electrical wire in #2 space for air compressor and support w/ appropriate wire hangers. 46 CFR 183.340 50C

Non metallic piping through a watertight bulkhead must have metallic means of closure/isolation. The PVC Pipes from the engine room to the steering space must be fitted with a metallic valve. 46 CFR 182.40-1(a)

Repair all worn vent closures on port and starboard side.
