Life floats tethered together using improperly sized line. Tether must be replaced utilizing a length of line that will reach the waterline from the stowage position.

A self priming, power driven fire pump must be installed on each vessel of more than 65 feet in length. Flexible coupling on discharge side of fire pump is leaking. 46 CFR 181.300(a)(iii)

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel shall install system to the satisfaction of attending USCG Marine Inspector. 46 CFR 181.405(c)

Flammable items not otherwise covered by the regulations of this subchapter, such as rechargeable batteries, including lithium ion batteries utilized for commercial purposes, must be handled, stored, and operated in a way that mitigates the risk of hazardous conditions. Vessel shall develop plan to the satisfaction of attending USCG Marine Inspector. 46 CFR 185.364

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. Vessels with a keel laid date after March 28, 2022, must include plans for the monitoring device(s) within the plan submissions required in 46 CFR 177.202. The Coast Guard will work with the vessel operators to determine a reasonable implementation schedule once the plans are accepted. The monitoring device(s) must: (1) Ensure the wakefulness of the crew in the event that the watchman required in paragraph (a) of this section is unresponsive; (2) Remain operable during the nighttime watch; and (3) Be arranged to ensure proper coverage of the passenger accommodation spaces, common areas, and spaces with potential fire hazards. 46 CFR 185.410(b)

Owner/operator shall make sure that survival craft maintenance is carried out in accordance with manufacturers instruction. One of vessel's lifefloats has minor shell damage, from a recent weather event, exposing foam core. Make repair to damaged lifefloat to manufacturer's recommendations. 46 CFR 185.702

Vessel shall be equipped with operational navigation lights in accordance with 33 CFR 83.20. Vessel's port side, all-around mast, and stern navigation lights were non-operational. Repair navigation lights prior to conducting voyages during hours of darkness or low visibility due to weather conditions. 33 CFR 83.20

A marine employer whose vessel is involved in a casualty, likely to become a serious marine incident, shall comply with the requirements of mandatory chemical testing defined by 46 CFR 4.06. Vessel did not have a method to test for alcohol use onboard. Vessel is restricted to voyages within a two-hour transit from nearest shore, to meet alcohol testing time requirements, until adequate testing methods are obtained onboard. 46 CFR 185.212

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts and navigational publications. Obtain current paper charts and required publications for vessel. 46 CFR 184.420

Light and power conductors for interior wiring shall be insulated in accordance with Table 183.05-45(e). Welding cable found on the generator starting battery. Welding cable does not insulate wire in accordance with Table 183.05-45 (e). Replace with a conductor that complies with 46 CFR 183.340. 46 CFR 183.05-45(e) "Old T"

Water for cooling the exhaust pipe, other than a vertical exhaust shall be injected into the exhaust system as near to the engine manifold as practicable. The water shall pass through the entire length of the exhaust pipe. Cooling water pipe on the port main engine exhaust found holed and leaking water. Hole measured approximately 1/8" in diameter. Repair or renew as original. 46 CFR 182.20-15 "Old T"

Each vessel that operates on an oceans route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. Each vessel certificated to operate on a coastwise route within 3 miles of land must either be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board or meet the standard for collision bulkheads and be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board and have onboard a type 1 406 Mhz EPIRB. Each vessel certificated to operate on a limited coastwise route must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. Found one 16 person life float and two 22 person life floats with decayed passenger nets. Found two 22 person life floats with worn orange paint and no longer meeting the specifications for color. Renew life floats in accordance with manufacturer specifications and Coast Guard guidance. Total persons onboard on oceans routes reduced to 22 persons. Total persons onboard on coastwise routes inside of 3 miles reduced to 44 persons. Total persons onboard on limited coastwise (less than 20 miles from a harbor of safe refuge) routes reduced to 44 persons. 46 CFR 180.202(b)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. Provide up-to-date paper chart of sufficient scale. 46 CFR 184.420

A vessel of more than 19.8 meters (65 feet) in length must carry a minimum of three life ring buoys of not less than 610 millimeters (24 inches) in diameter. Life ring with lifeline is wasted. Replace life ring buoy. 46 CFR 180.70(a)(3)

Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck. Submit proposal for the install of adequate emergency lighting in the overnight accommodation space. 46CFR183.432

Uninsulated parts cannot be inadvertently touched or approached nearer than a safe distance by any person. Cover electrical knife switch in engine room to protect from shock. 46CFR183.10-10

Escape hatch and other emergency exits used as a means of escape must be marked on both sides with at least 2in letters "EMERGENCY EXIT, KEEP CLEAR". Topside of forward escape hatch was not labeled. 46CFR185.606 Issued CG-835: 705C- vessel shall not carry overnight passengers until escape hatch is labeled.

Automatic emergency lighting must actuate upon failure of main lighting system and shall be fitted along line of escape in vessels having lounge areas below the main deck. Vessel's emergency lighting in overnight accommodation not working. Repair prior to carrying passengers in overnight accommodations. - 46CFR184.30-5(a)

A vessel on an oceans route must carry 12 red flare distress signals. Vessel only has 10 flares, provide 2 additional red flare or orange smoke. - 46CFR180.68(a)

Vessel must carry first-aid kit with approved contents IAW 46CFR160.041. Replace expired iodine & add aspirin. - 46CFR184.710

Piping used in a vital system must be composed of ferrous materials or non-metallic piping material IAW 182.720. Replace as original or as permitted by 46CFR182.720. Provide repair proposal for bilge system and fire main. - 46CFR182.710(c)

Each hull penetration below the waterline must have means to prevent water from entering vessel. Sewage discharge line has flexible non-metallic hose between hull and valve. Provide repair proposal. Repair prior to 01JUN19. - 46CFR171.119(b)

Provide proof all employees have read & signed company drug testing policy. - 46CFR16

13104 - All vessels shall be provided with satisfactory arrangement for draining any watertight compartment under all practical conditions. Bilge piping under plywood deck in bunk room is wasted and has holes. Crop and renew. 46 CFR 182.25-1

The hailing port of the vessel must be marked on exterior stern of vessel. Apply hailing port to stern of vessel. 46 CFR 67.123(a)

Provide two additional type I adult size life-jackets. Vessel has been reduced to 98 total passengers. IAW 46 CFR 180.71
