The light must be a floating waterlight approved under approval series 161.010 or other standard specified by the Commandant. The floating waterlight must be attached around the body of the life float or buoyant apparatus by a 10 mm (3/8 inch) lanyard, resistant to deterioration from ultraviolet light, and at least 5.5 meters (18 feet) in length. Marine Inspector (MI) observed the waterlight on 3 life floats was attached with zip ties.

All cable and wire must be installed with metal supports spaced not more than 610 millimeters (24 inches) apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support. MI observed wires that were held up only by plastic ties.

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. A light fixture in the fuel compartment had a faulty connection and the running cable was not marine grade approved.

Electrical equipment and installations must be suitable for the roll, pitch, and vibration of the vessel underway. The hertz meter in the engine room was not secured to the bulkhead.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected. The hydraulic line in the engine room was not mounted to the ceiling creating an overhead hazard.

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radio installation. The installed VHF radio did not have GPS position input for full DSC capabilities.

Vessels required to have VHF radio equipment must undergo a detailed inspection of the radio installed by an FCC-licensed technician once every five years. If the ship passes the inspection, the technician will issue a Communication Act Safety Radiotelephony Certificate. Vessel did not have a valid FCC Radiotelephony Certificate onboard.

The portable hand bilge pump shall be provided with suitable hoses for pumping bilges on the suction and discharge ends. The length of the hose for the portable hand bilge pump did not reach overboard.

Rails shall consist of evenly spaced courses and the spacing between courses shall not be greater than 12 inches. The top deck aft rails did not have courses.

Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Prove dead end wiring in the "Main Void" is not a hazard.

The owner shall provide to the OCMI all data needed to reflect installation of new generator. This data must account for any weight changes to the vessel. Reduce passenger count by 01 passengers until plan review can be completed. Total persons allowed is now 82.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] or alterations that affect the safety of the vessel include, but are not limited to: replacement of propulsion and power supply systems. The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. Provide for review and approval data and or drawings of the new generator with feeder cable size and over-current protection. The vessel may not get underway prior to the resolution of this deficiency.
