Based on the mitigation plan provided by the master, the following actions will be implement to resolve the vessel’s manning deficiencies: •Cargo Mate missing STCW Advanced Oil Tanker Cargo Operations. Chief Mate will conduct next cargo load (14Aug2025). Cargo Mate will work under Chief Mate during loads until STCW endorsement is received. STCW application submitted to NMC. •Pumpman missing STCW Advanced/Basic Oil Tanker Cargo Operations. DEMACH will cover the Pumpman’s duties until endorsement is received or N12 sends a qualified replacement. IAW MSC manning scales, DEMACH can substitute Pumpman billet. STCW application submitted to NMC. •3AE missing all STCW endorsements. Member will remain on board so Redline is not crossed for Logistic UNREP Operations. STCW application submitted to NMC. •BOSN missing STCW Able Seafarer-Deck endorsement. CARGO BOSN can cover duties as Ship/Cargo BOSN. The following fire protection systems shall be in good working order so as to ensure their required performance if fire occurs; structural fire protection, including fire resisting divisions, and protection of opening and penetrations in these divisions. There are two fire dampers in the supply ducting to the incinerator room, one is manual and the other is electrical, but not wired into any system. The exhaust damper is also manually operated. Instructions should be added to existing fire fire fighting procedures for this space to include manually operating these dampers before releasing the fire fighting agent.
