The registration card must also contain information regarding the availability to register the EPIRB at NOAA's online web-based registration database... MI observed vessel's EPIRB registration does not have the correct call sign. 46 CFR 184.502 and 47 CFR 80.1061

Owner/Operator shall heed stability constraints until provided with original stability letter or letter is located: Operation is permitted on Exposed waters. However, you are cautioned that the route and conditions of operation may be further limited as specified on the Certificate of Inspection. A maximum of twenty one (21) persons may be carried on board the vessel of which nineteen (19) may be passengers. Since the total number of persons allowed is based on other considerations in addition to stability, you are cautioned that the number of persons may be further limited as specified on the Certificate of Inspection. No permanent ballast or other such weights shall be added, removed, altered and/or relocated without the authorization and supervision of the cognizant OCMI. The vessel is not fitted with permanent ballast. No watertight bulkheads shall be removed or altered without the authorization and supervision of the cognizant OCMI. No windshields, curtains, canvases, or other wind blocking devices shall be installed on the vessel. Any openings that could allow water to enter into the hull should be kept closed when rough weather or sea conditions exist or are anticipated. The vessel's bilge and voids shall be kept at a minimum content at all times consistent with pollution prevention requirements. You should make every effort to determine the cause of any list of the vessel before taking corrective action. In accordance with 46 CFR 185.315, after loading and prior to departure, the master shall determine that the vessel complies with all applicable stability requirements. The vessel may not depart until it is in compliance with the requirements specified in this letter. It shall be the operator's responsibility to maintain the vessel in a satisfactory stability condition at all times.
