A visual and audible bilge high level alarm must be provided at the operating station. High level alarm did not function. 46CFR182.530(a)

The owner or managing operator of a vessel shall ensure that the vessel complies with the laws and regulations applicable to the vessel and that the vessel is otherwise satisfactory for the intended service. The initial inspection may include an inspection of the following items: (1) The arrangement, installation, materials, and scantlings of the structure including the hull and superstructure, yards, masts, spars,rigging, sails. The following areas were identified that required repair or further inspection. -Jib sheet is missing cleate on STBD side. -Submited pictures of foremast spreaders attachment for further inspection. -Port fwd chain plate attachment hardware is resting on frame edge. Reposition hardware. -port running back stay hardware is undersized. -twisting shackles on main/fore gaff lifting halyard undersized. -main sheet aft attachment hardware undersized. -flying jib boom attachment points shows signed of wear. jib requires removal for further inspection. -submit pictures of main mast cheeck replacement for further inspection.

Portable watertight containers for distress flares shall be clearly marked with legible letters DISTRESS FLARES. Flare container was not marked in accordance with 46CFR185.614.

The name of a vessel must be marked or painted in clearly legible letters and numbers on each life buoy. Buoy was not marked with vessel name. 46CFR185.604

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation for the purpose intended. Handle on valve on fuel return line near tank was missing. 46CFR182.100

Submit repair plan to include receipts and materials used. -Foremast throat halliard gaff lifting attachment hardware is bent. -Staysail lower turnbuckle attachment hardware not seized -Foremast port fwd lower shroud has a bent arm -Foremast port lower shroud loose -Outter bobstay turnbuckle bottomed out and rigging is loose. -P/S whiskey stays are loose -Main sail gaff topping lifts have elongated attachment hardware. (peak halliard) -Boom collar for main sheet is appx 12in fwd of original position. Traveler running rigging is chaffing on wheel house. -Pin rail for main mast not properly secured. Two attachment screws are missing on top of house. -Main sail gaff throat has damage to spar. Section coming off (possibly a previous repair) near lifting hardware. -Port running back stay attachment hardware at block is undersized and bent. -Multiple sections of rigging found not fully tightened or hardware is not fully installed, inspect rigging to identify all hardware not installed properly. 46CFR176.402(c)

Inspect all railings and bulwarks and their attachment to the hull structure. Handrail is not attached to deck, in way of STBD main mast shroud. 46CFR176-25-5

This part is intended to provide a minimum standard of regulations for electrical installations and equipment that will result in a vessel that is reasonably safe from fire caused by and/or originating in electrical equipment and reasonably safety of electrical shock of persons. Multiple dead end wires through out vessel cabin, machinery space, and on deck. 46CFR183.01-5

Except as otherwise provided in this section, machinery and fuel tank spaces shall be separated from accommodation spaces by watertight and/or vapor tight bulkheads of double diagonal wood, marine plywood, steel plate,or equivalent construction. Multiple sections of machinery space are not vapor tight. 46CFR183-25.1

A portable hand bilge pump must be: (2) Provided with suitable suction hose capable of reaching the bilge of each watertight compartment and discharging overboard Hand bilge pump missing discharge hose. 46CFR182.520(b)

Individual power pumps used for separate spaces are to be controlled from a central control point and must have a light or other visual means at the control point to indicate operation. One of the submersible bilge pumps is indicating it is in operation when it is off. 46CFR182.520(a)

Foremast nav light wiring is not watertight at deck.

Deck planking above main cabin port side has significant flex when weight is applied. (above Carlin repair)

Cracked Plank STBD side under main sail shroud. Submit repair plan.

Starboard Provide repair plan for the following loose or damaged planks. Plank above sheer strike in vicinity of frames 5-7 (under bowsprit chain plate) Plank D in vicinity of frames 21-22 Plank D in vicinity of frames 28-29 Plank above sheer strike in vicinity of frames 27-29.

Vessel has multiple portions of the hull with water ingress. Forward bilge area in between frames 12 and 13 had signficant water ingress and needs to be evaluated at drydock. Shaft packing also had significant drippage into the bilge. Operator had two submersible pumps actively running that were not keeping up with the rate of flooding. Fastener on bow sticking out 4-5".

Rigging was not ready for inspection, multiple blocks and fitting were worn, masts were leaning and not true, rigging was not tuned. Lead inspector issued requirement for third party rigging surveyor referencing NVIC 02-16.

The operator was unable to provide an adequate preventative maintenance plan IAW NVIC 02-16.

Port and starboard wire railing had excessive slack along with multiple support stanchions that could not bare required weight.

Multiple runs of non marine grade wiring throughout boat. Wiring to forward mast light and multiple sections of unathorized repairs. Multiple sections of extension cords daisy chained together.

A vessel of more than 7.9 meters(26 feet) in length, but not more than19.8 meters (65 feet), must carry a min-imum of one life buoy of not less than610 millimeters (24 inches) in diameter;and. Each ring life buoy on a vessel must:(1) Be approved in accordance with §160.050 in subchapter Q of this chapter.Life ring buoy was deteriorated had no water light or throw line attached. 46CFR180.70

Hydrostatic release unit was improperly marked. The expiration date was marked to 2024 exceeding the 2 year requirement.

Vessel operator could not provide the Safety Radiotelephony Certificate.

Provide Cat I 406 Mhz EPIRB with registration and properly mount and mark hydrostatic release with expiry date.

Shroud spreader for topmast of main mast (aft mast) was damaged and non-functional. Provide repair proposal and make permanent repairs to spreader.

Vessel is required to carry 12 flares. Vessel only carried 8

Provide proof of enrollment in and pre-employment test for all new crewmembers.

Each lifebouy must be marked with type II retroreflective material as specified in IMO Res A.658(k)

Deterioration/wood rot noted in way of stbd side frame #10, 4th plank down from gunwhale. Renew affected plank section or effect repair using an approved wood restoration technique.

Deterioration/wood rot noted in way of stbd side partial bulwark frames #15 & 16. Renew partial frames 15 & 16 stbd side from bulwark through deck to existing joints.

Bulwarks planking damaged/fractured in way of freeing port stbd side Fr 15/16. Renew/repair affected damaged bulwarks.

Areas of deck planking Port side from frame #10-19 indicate rot and non-watertight seal. Seal port side deck sheer plank area frame 10-19 and make watertight and/or renew deck planking in way of affected area.

Bilge high level alarm not functioning. Prove proper operation of audible and visual alarm.

Port running light fixture not functioning. Prove proper operation of all navigation lights. Vessel is restricted to daylight operation until all lights prove to be illuminating properly

Remote emergency fuel cutoff valve does not fully close. Adjust as necessary and prove proper operation/closure. 46 CFR 182.455(b)(4)
