The [fuel] shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. The stbd fuel shutoff valve was initially inaccessible due to chair storage over the cover for the valve reach rod. When crew got to the valve, upon turning it, the reach rod broke. Prove proper operation of the valve from outside the space, and ensure the accessibility of the valve.
