Davits, Falls, Blocks and all other gear shall be of such strength that the lifeboats can be turned out, manned by a launching crew and then safely lowered. The lower sheave on the aft davit for lifeboat No. 12 was damaged during lowering operation performed prior to exam. Lowereing of LB # 12 was not possible and the RO issued an interim PSSC reducing capacity to 2218. Upon further inspection, lifeboat 11 was also identified to have issues related to wastage in the vicinity of the sheaves.
