Substitutions for orange smoke distress signals are authorized by 46 CFR 180.68. Vessel had 11 flares vice 12. Vessel is restricted to a Lakes, bays and sounds, and rivers route until able to provide 12 flares. 46 CFR 180.68

In addition, a number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. Several adult and child life jackets were not longer serviceable (Kapok Type). Total persons allowed on board is limited to 13, not to exceed more than 2 children. 46 CFR 180.71
