When the cognizant OCMI or the Commanding Officer, Marine Safety Center determines, in accordance with §178.210, that a vessel must have stability details indicated on its Certificate of Inspection or a stability letter, the owner or operator must submit the information listed in paragraph (b) of this section. No documentation certifying compliance with regulatory changes in Assumed Average Weight Per Person (AAWPP) per 46 CFR Sub chapter S, Stability calculations has been submitted to the MSC. The Owner/operator must submit a certification of Stability compliance statement in accordance with CG-543 Policy Letter 11-03, Enclosure (1). The Certification of Compliance must clearly document the total weight and number of passengers and crew permitted to be carried at the new AAWPP. The statement shall be sent to United States Coast Guard Marine Safety Center (MSC) and Officer in Charge, Marine Inspection (OCMI), Sector San Juan with a copy of the current Stability Letter enclosed. During the process of revising vessel's stability letter the OCMI will reduce GUACAMAIA passenger carriage capacity to that of the sister vessel HANNAH listed in the 2001 Stability Letter. Carriage capacity shall allow for the following: EXPOSED WATERS: A maximum of 12 persons may be carried on this vessel, of which 10 may be passengers. No passengers are permitted on the flybridge. Each passenger may carry a maximum of 120 pounds of diving equipment. PARTIALLY PROTECTED WATERS: A maximum of 14 persons may be carried on this vessel, of which 12 may be passengers. No passengers are permitted on the flybridge. Each passenger may carry a maximum of 80 pounds of diving equipment. PROTECTED WATERS: A maximum of 17 persons may be carried on this vessel, of which 15 may be passengers. No passengers are permitted on the flybridge. Each passenger may carry a maximum of 80 pounds of diving equipment
