No more than 3 years may elapse between any two examinations.Vessel lapsed on drydock due date of 31MAY2026. The following areas of concerns must be addressed; a) Foremast goose neck is attached to the bottom threaded area of the turnbuckle causing stress and possibly damaging the turnbuckle threads, b) that same turnbuckle that connects the stay to the forward mast tang has a wasted cotter pin at the connection point, c) mouse or install cotter pins missing on all turnbuckles, shackles and toggles that require this, ensure no meat hooking after install, d)Rustbust or replace turnbuckles for bobstay and whisker stays, e) Gooseneck for the mizzen mast has an undersized bolt and nut installed, ensure proper hardware is in place with locknut. 46 CFR 169.235(a)

The basis for any preventative maintenance plan is a robust examination regime to determine, with some level of confidence, component service life and replacement intervals in order to prevent equipment failures and related marine casualties. The licensed master and licensed mate provided evidence of a preventative maintenance plan that is currently in use but does not provide a level of confidence for preventing equipment failure. USCG inspector discovered that the majority of cotter pins, at deck level, used to secure the u-bolts on the galvanized steel wire fittings for all standing rigging were corroded and easily broken when the crew attempted to remove them. The licensed officers in charge of the maintenance plan noted this equipment as sufficient on the most recent monthly inspection and failed to remove them from service. Most notable were the corroded and fractured cotter pins used as the single prevention point to keep the head stay and bobstay u-bolts from backing out. Remove all wasted/corroded cotter pins from service and replace in kind.

When the Coast Guard requires a third party rigging survey for cause under the authority of 46 CFR 169.259, it is for the purpose of determining that the vessel and its equipment are suitable for the service in which it is employed. Referenced sail plan terminology per MSC approved sail plan dated May 7, 2002. USCG discovered two 5 inch long fractures on the upper and lower base of the fore sail boom. USCG also discovered a corroded turn buckle on the fore mast port side upper shroud. The corrosion deteriorated the original thickness of the turnbuckle by an estimated 20%, weakening the original designed strength of the turnbuckle under tension. The turn buckle corrosion was caused by a stainless steel mousing wire contacting a galvanized steel fitting, creating galvanic corrosion. Fore sail boom must be replaced prior to using in a aux sail capacity and fore mast port side upper shroud must be replaced prior to carrying passengers. The licensed mariners failed to follow the Preventative Maintenance Plan. The rigging aloft cannot be verified by a USCG inspector. Complete a third party rigging survey in the presence of the Coast Guard inspector, to include a rigging survey aloft, prior to carrying passengers.
