A vessel must have two independent means of controlling each propulsion engine. Control must be provided for the engine speed, direction of shaft rotation, and engine shutdown. The port engine starter solenoid is inoperable, preventing the port engine from starting at the control station. Repair or replace the port engine starter solenoid to restore proper starting functionality. 46 CFR 184.620(a)
