Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency...Repairs or alterations that affect the safety of the vessel include damage repair or replacement, other than replacement in kind, of propulsion and power supply systems. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. Major damage was sustained to RIVER LOOP's starboard outboard engine, necessitating replacement of the lower unit. The vessel is therefore subject to inspection and testing by the Coast Guard to ensure adequacy of repairs and vessel safety.
