Vessels on limited coastwise routes are required to carry six (06) red and six (06) orange flares or twelve (12) red flares. Vessel had ten (10) red flares at the time of the inspection. Must add two (02) more flares for vessel's route.

Required emergency instructions not posted at time of inspection. Must rectify to satisfaction of USCG Marine Inspector.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. Vessel sustained damage to port rudder affecting propulsion. Vessel rep must complete a damage survey and submit repair plan to CG inspector. CG inspector must oversee repair process and testing.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Repairs or alterations that affect the safety of the vessel include, but are not limited to: replacement, repair, or refastening of deck or hull planking, plating, and structural members; repair of plate or frame cracks; damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started.

Connections must be made to battery terminals with permanent type connectors. The Port and Starboard starting batteries located in the Lazarette Compartment had wing-nut type connectors. Remove the wing nut connectors. 46 CFR 183.350(d)

A hatch exposed to the weather must be watertight. The Port and Starboard hatch covers were not capable of closing. Provide proper operation of closing mechanism to maintain watertight integrity of deck. 46 CFR 179.360 (a)

A vessel must carry a first aid kit approved under approval series 160.041 or equivalent. The first aid kit was missing, or had expired: Aspirin, Burn Gel/Bandages, Eye Wash. Procure the above, and place them onboard the vessel. 46 CFR 184.710

A visual and audible alarm must be provided at the operating station to indicate a high water level. The visual alarm for the Engine Room was inoperable. Prove proper operation of the visual alarm. 46 CFR 182.530(a)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions bo be taken in the event of fire, heavy weather, or man overboard conditions. The vessel does not have heavy weather instructions.

A vessel must carry either a first-aid kit approved nder approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the content must be stowed in a suitable, watertight container that is marked "First-Aid Kit". A first-aid kit must be easily visible and readily available to the crew.

Connections must be made to battery terminals with permanent type connectors. Found wing nuts on the battery terminals.

VESSEL NEEDS TO REPLACE FIXED FIRE SYSTEM SENSORING UNIT FOR THE OVERRIDE FUNCTION AT THE HELM.

ALL VESSEL MASTERS NEED TO SHOW PROOF OF HOLDING A VALID FCC MARINE OPERATOR PERMIT. 47CFR13 (16C)

VESSEL NEEDS TO HAVE A COPY OF NAVIGATION RULES OF THE ROAD ONBOARD.

VESSEL NEEDS TO PROPERLY MARK THE ADULT AND CHILD STOWAGE LOCATIONS TO INCLUDE THE QUANTITY OF JACKETS AT ALL LOCATIONS.

VESSEL NEEDS TO SHOW PROPER OPERATION OF STARBOARD ENGINE AT FULL RPM IN REGARDS TO THE FUEL SYSTEM CONFIGURATION ONBOARD.

Vessel needs to have all portable fire/ pre-engineered extinguisher systems in valid serviceable condition certified by a certified fire servicing technician.

Vessel needs to have all bilge indicator lights at central control station in working order.

Replace float switch for automatic actuation in the bilge pump mid compartment.

Vessel needs to have a valid FCC Station License. 47 CFR 80.

Vessel needs to have a valid FCC Radio Safety Certificate. 47 CFR 13.

Vessel needs to have all required charts and publications onboard.

Vessel needs to post all required placards onboard to include garbage, oil discharge, and life jacket donning instructions.

Vessel needs to post an emergency instruction list to include fire, abandon ship, man overboard, and in-water emergency procedures.

Vessel needs a waste management plan.
