After loading and prior to departure, and at all other times necessary to assure the safety of the vessel, the master shall determine that the vessel complies with all applicable stability requirements in the vessels stability letter. The Captain and Senior Deck Hand were unable to tell the Marine Inspector what the draft limitations of the vessel were, nor could they find them when directed to look at their stability letter. Furthermore, they were unable to explain how to read the draft marks. Provide immediate training to Captain and crews on the vessels Stability Letter limitations and how to read draft marks.

Captain was unable to tell us the exact quantities of propane carried on the vessel and was unaware of the 49CFR requirements. Determine the quantities of hazardous material transported on the ferry, determine applicability of 49CFR and come up with training and plan as necessary.

The owner, master or managing operator shall instruct each crewmember at least once every three months, as to the duties that the crewmember is expected to perform in an emergency, ..... Training shall be logged for review by the Coast Guard upon request. Vessels log book had no fire drills for calendar year 2023 and only one drill of any kind for 2023 calendar year. Vessel crew knowledge for firefighting was substandard. Crewman could not identify location of fire axe. Fire axe was finally found in a cabinet by bridge. Vessel has both CO2 and dry chemical fire extinguishers. Crewman was not aware of the difference, and didn't know what they would choose in the case of a fire. The vessel crew also had a difficult time identifying what the different damper pull stations were for. (which dampers were for stack and which were for ER.). Provide immediate training to all captains and crew prior to the first time they get underway for the weekend. All training should be logged in ships log.
