For the purpose of this subpart, rooms containing “fire resistant furnishings” are considered to be those in which: Furniture such as chairs, sofas, and similar items are tested and meet the requirements in UL 1056 “Fire Test of Upholstered Furniture,” or meet the requirements in § 72.05-55 in subchapter H of this chapter. 46 CFR 116.115 states: when outfit items such as furnishings and mattresses are renewed, they must comply with the regulations in this part. 46 CFR 114.400 defines low risk service spaces as an accommodation space that contains only fire resistant furnishings and a fire load not greater than 3 pounds per square foot. New chairs were purchased for the dining spaces on board the vessel that are located in Category 5 (Low Risk Accommodation) spaces according to the space categorization plan. However these chairs do not meet the definition of "fire resistant furnishings" in subpart K or the guidance found in NVIC 9-97 (Ch. 1)page 37 which allows for the standard of CAL TB 133. The fire load calculations submitted to MSC account for the fire load of the chairs but do not address the approval of the chairs which is required to be submitted with the plan in accordance with PRG H2-14 page 2. 46 CFR 116.423(a)(1) 46 CFR 116.115(b) 46 CFR 114.400 46 CFR 116.427

At each initial and subsequent inspection for certification, the marine inspector may require that a fire drill, abandon ship drill, or man overboard drill be held under simulated emergency conditions to be specified by the inspector. The full drills for the vessel were not witnessed at time of inspection due to minimal crew on board for subsequent transiting to new OCMI zone where a new to zone inspection will be carried out. 46 CFR 115.808(g) 46 CFR 115.810(d)

A class bulkheads must be so insulated with approved structural insulation, bulkhead panels, or deck covering so that, if subjected to the standard fire test for the applicable time period listed. The structural fire protection insulation located in the overhead in the galley was replaced during this yard period, however the operator was unable to provide proof that the insulation meet A-15 standards. The only approval given was for 164.009 which is for noncombustible materials and not under 164.007 for structural insulation. 46 CFR 116.416(a)(2)(i)

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. The vessel's propulsion is currently set up for 8 speeds forward and 4 speeds astern utilizing a diesel electric system. The owner requested to not run the vessel to the 8 forward setting during seal trials due to the vessel not being operated on a normal basis in that manner. Owner to submit a plan to ensure that vessel is not operated past 7 and also prove safety operations at lower design speed. 46 CFR 119.200(a)

Replace life ring float light with cracked housing located at stern of wheel house.

Replace retro-reflective tape on all life rings.

Tighten the loose stbd side rescue boat davit mounting bolt and install a backing plate to the support stanchion.

Replace the leaking stbd side, main deck firehouse. A temporary replacement hose (75 foot) is acceptable until a new 50’ hose is acquired.

Replace the expired alcohol test kit and Aspirin.

Ensure the Senior Deckhand Letter is updated and all SDH’s have proof of first aid and CPR training.

Replace the missing dryer electrical outlet cover

As per 46CFR121.115 AND 121.620(b) ensure the vessel has a reliable means for shutting down the propulsion engine, at the main pilothouse control station, which is independent of the engine speed's control.

Submit electrical calculations on the new washer and dryer installation.

Verify the 3 deck life ring is CG approved or replace it.

Update the vessel's first aid kit.

Replace damaged #5 fire station hose.

Lubricate the emergency fuel shutoff reach rod.

Replace engine room MARPOL Placard.

Move engine room electrical wire away from the discharge valve for the installed fire pump.

Ensure main deck P/A speaker volume is adequate for location.

Prove proper operation of the STBD navigational light.

Remove the extension cord and hard wire in additional outlets as needed in the gift shop.

Blank off dead end wires and properly wire the exhaust fan in the ice room.

Clean the galley exhaust fan.

Secure the overhead wire, stbd side, back void.

Properly adjust and chalk test the void WTD.

Properly wire the new refrigerator located in the port side, hold.

Ensure the items in the first id kit are not expired and meets 46CFR160.041.

Hydro or provide access to the air receiver in the engineroom.

Carry only 462 adult passengers until the PFD’s are replaced.

Repair the leaks on the #1 hydraulic hose.

Repair the leaking stbd steering ram seal and oblonged bushing mount.

Replace the missing glass light globes in the engineroom.

Provide a service report from an authorized CAT repair technician verifying the proper operation of the generator over speeds and engine safeties.

Prior to 25April08, ensure the sewage hold structural stiffening modifications are submitted to the USCG Marine Safety Center for approval.

Prior to 25March09, repair, replace or provide documentation from a Naval Architect which states the condition of the current foam filled rudders are adequate for service. If a different type of rudder is desired than is currently installed on the vessel, an approved plan must be submitted from a Naval Architect or reproduced from the original approved plans.

Prior to 15APRIL08, determine source of stray electrical current and properly repair to prevent further hull deterioration.
