Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Existing ventilation closures for the aft vents unable to effectively secure ventilation. Provide effective means to secure aft ventilation to the satisfaction of the attending CG marine inspector.

A hatch exposed to the weather must be watertight. Hatch to engine compartment is not watertight. Make hatch watertight to the satisfaction of the attending CG marine inspector.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel has not completed required drydock exam. Conduct and receive credit drydock.

A power-driven vessel of less than 12 meters in length may, in lieu of the lights prescribed in paragraph (a) of this Rule, exhibit an all-round white light and sidelights. Vessel exhibits an all-round white light mounted vertically on the stbd side flying bridge, which is not permitted under Navigation Rule 23 (d)(iii). Arrange vessels navigation lights to meet prescribed lights under this rule to the satisfaction of the attending Marine Inspector. 33 CFR 83.23(d)

Each circuit breaker must meet UL 489, and be of the manually reset type designed for:(1) Inverse time delay;(2) Instantaneous short circuit protection; and(3) Switching duty if the breaker is used as a switch. The new ProMariner-ProNautic 12-40P battery charger 50 ampere breaker to the house battery is not UL 489. Provide a 50 ampere UL 489 breaker to the house battery to the satisfaction of the attending Marine Inspector. 46 CFR 183. 380(m)

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. The port side start battery bilge pump 15 ampere fuse is of the automotive blade type. Replace with a 15 ampere UL cartridge type fuse or another independent laboratory recognized by the Commandant to the satisfaction of the attending Marine Inspector. 46 CFR 183.38(l)

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Vessel had wood rot in the following locations: step dive platform, port rub rail. Grind back to good wood and submit repair proposal to the satisfaction of the attending Marine Inspector. Complete approved repair to the satisfaction of the attending Marine Inspector. 46 CFR 177.300

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Fuses for the bilge pumping system are blade type fuses. Remove blade type fuses and properly install cartridge type fuses near the source of power supplying the bilge pumping system. 46 CFR 183.380(l)

Portable fire extinguishers shall be installed and located to the satisfaction of the Officer in Charge, Marine Inspection. No portable fire extinguisher near the operating station. Mount appropriate portable fire extinguisher with approved bracket at operating station. 46 CFR 181.30-10 (b) [Old T]

A visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. Forward bilge alarm light is not operational. 46 CFR 182.530

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible. Vessel did not have chart onboard.

A hatch exposed to the weather must be watertight, except that the following hatches may be weathertight. A hatch cover must: (1) Have securing devices; and (2) Be attached to the hatch frame or coaming by hinges, captive chains, or other devices of substantial strength to prevent its loss. Vessel's hatches were not secured to deck.

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who occupy a position or perform the duties and functions of a position, required by the vessel's COI. Marine employers may form or otherwise use sponsoring organizations, or may use contractors to conduct the random chemical testing programs. Vessel's consortium covered employees list not onboard.

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Individual power pumps used for separate spaces are to be controlled from a central control point and must have a light or other visual means at the control point to indicate operation. Vessel's forward bilge pump did not have an independent, manual means of control.

A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Vessel has numerous outstanding deficiencies from annual inspection. Vessel cannot carry passengers for hire/ consideration until all previously issued CG-835 requirements on 5 Aug 2019 are completed.

Each vessel certificated to operate on a limited coastwise route within three miles of land in warm water must either be provided with lifefloats of an aggregate capacity that will accommodate at least 50% of the total number of persons on board, meet the standards for collision bulkheads and subdivision, or have on board a FCC Type Accepted Category 1 406 MHz EPIRB, installed to automatically float free and activate, and not be rquired to carry survival craft. Vessel's EPIRB is registered to the previous owner and not installed to automatically float free. Provide proper installation and registration of vessel's EPIRB. Vessel restricted to 1000 yards from shore.

Vessel must be provided with satisfactory arrangement for draining any watertight compartment. Vessel replaced the engineroom electric bilge pump while inspection was taking place. Prove proper operation of electric bilge pump after installation.

Each ring life buoy on a vessel must be stowed so that it can be rapidly cast loose, be marked with retroflective material, be fitted with a lifeline of at least 60 feet in length, and have at least one floating waterlight attached with a corrosion resistant clip. Vessel's ring lifebuoy was not configured properly. Demonstrate proper marking, configuration, and stowage of vessel's ring life buoy.

An adult life jacket must be provided for each person carried on board a vessel. One life jacket was cracked, faded, and in unserviceable condition. Provide additional life jacket in serviceable condition. Reduced passenger count by one.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Vessel is in the process of repainting and has removed markings for adult and child size life jacket stowage. Properly mark adult and child size life jacket stowage.

A vessel on a limited coastwise route must carry six hand red flare distress signals and six hand orange smoke signals. A red hand flare distress signal may be substituted for any of the hand orange smoke distress signals. Vessel's hand orange smoke distress signals are expired. Vessel has eight red hand flare distress signals and is required to have 4 hand orange smoke signals in order to meet the regulation. Vessel restricted to a Lakes/Bays/Sounds route or 30 min runs.

Vessel's certificate of inspection must be posted under glass or other suitable transparent material such that all pages are visible and readily available for use by the crew and display to passengers and others on request. Vessel is in the process of repainting and has removed the COI. Post COI so that all pages are visible.

The owner or managing operator or a qualified servicing facility shall conduct inspections and tests as applicable for fixed gas fire extinguishing systems and must provide evidence of the required servicing to the marine inspector. Vessel's fixed gas fire extinguishing system has not been inspected or tested since 2017. Provide satisfactory evidence of required inspections, maintenance procedures, and tests by a qualified servicing facility.

Vessel shall be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including: the fixed gas fire extinguishing system to check for excessive corrosion and general condition; inspection and testing of alarms and ventilation shutdowns for each fixed gas fire extinguishing system to determine that the system is in operating condition. Observed heavy corrosion on vessel's fixed gas fire extinguishing system piping controls and valves. Did not conduct system test or get vessel underway. Service vessel's fixed fire extinguishing system and demonstrate proper operation prior to departure.

The owner or operator shall provide satisfactory evidence of the required servicing of portable fire extinguishers. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted. Vessel's portable fire extinguishers do not have service tags. Provide proper documentation of all portable fire extinguishers.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. Vessel had conducted tests but did not have pre-employment test results for crewmembers. Provide satisfactory proof that all crewmembers have passed pre-employment testing.

The employer shall provide an Employee Assistance Program for all crewmembers that includes both education and training on the effects and consequences of drug and alcohol use. Supervisory personnel must receive at least 60 minutes of training. Vessel's O/O is establishing an Employee Assistance Program as part of the company's chemical testing program, but has not completed the program. Provide satisfactory evidence of an Employee Assistance Program.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines at the tank connection. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. The vessel's port fuel shutoff valve was not operable. Service and prove proper operation of the port fuel shutoff valve.

Vessel must be provided with satisfactory arrangement for draining any watertight compartment. Vessel was unable to demonstrate operation of the stern void electric bilge pump. Prove proper operation of the stern void bilge pump.

A hatch exposed to the weather must be watertight. Gasket material for each of the vessel's deck hatches does not provide a watertight seal and allow ingress of water. Properly renew hatches to prevent ingress of water.

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. The air filter on the stbd engine turbo air intake is not permanently secured to the engine and has fallen off. Properly install air filter on stbd engine.

Connections must be made to battery terminals with permanent type connectors. Existing battery connection uses temporary wing-nut connectors. Properly install permanent type connectors on all battery installations.

The vessel must be afloat for a least a portion of the inspection as required by the marine inspector. Vessel did not get underway due to the condition of the fixed fire extinguishing system and engine condition. Prove proper operation of vessel underway upon completion of fire-fighting and machinery requirements.

Each life jacket and ring buoy must be marked in clearly legible block capital letters with the vessel's name. All life jackets currently have the previous vessel name. Provide proper marking and identification on all life jackets.

Each life float must be fitted with a lifeline, pendants, two paddles, a painter, and a light; Vessel must replace wasted lifelines

Portable Fire extinguishers had not received annual servicing. Vessel must have fire extinguishers serviced and retain evidence of servicing IAW 46CFR176.810(b).

Bilge pump light not operating. Vessel must be equipped with visual indicator to indicate when any automatic bilge pump is in operation, IAW 46CFR182.530(c).

No emergency broadcast placard. Vessel must post durable placard with emergency broadcast instructions and information IAW 46CFR184.506.

Strobe on Life float is not operational. Prior to conducting night time operations, vessel life floats must be equipped with a floating waterlight IAW 46CFR180.175(d).

Provide proof of annual servicing/inspection of fixed halon fire extinguishing system IAW 46 CFR 176.810. Vessel is restricted from carrying passengers for hire if not cleared by August 1, 2012.

Provide current copy of US Coast Pilot (2006 on board).
