Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. Vessel's FCC Safety Radiotelephony Certificate was expired. Vessel's route is limited to 20 nm. 46 CFR 184.502 47 CFR 80.903

Boundaries that separate machinery spaces from accommodation spaces, service spaces, and control spaces must be lined with noncombustible panels or insulation approved in accordance with § 164.009 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel's insulation in the aft engine room and engine room access panels insulation damaged. Requires replacement 46 CFR 177.410(4)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2.5 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel is missing one fire bucket. 46 CFR 181.610

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment. Vessel's aft engine room bilge pump did not work in auto. 46 CFR 182.250

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. Vessel's starboard fuel tank shutoff valve does not close completely. 46 CFR 182.455(b)(4)

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Vessel's batteries in the steering compartment were not secured.

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock... Vessel had several exposed wires above the Port Main Engine. 46 CFR 183.200(b)

Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel is to cease passenger operations until a USCG marine inspection takes place. 46 CFR 176.500(b)(1)

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel lines. Shutoff valve's handle was rusted and unable to properly close the valve. Show proper operation of the valve.46 CFR 182.455

Interconnected fire detection system shall be installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel's fire detectors were not interconnected. Install an interconnected fire detectors that meet UL217, be audible and visual, contain independent power source, and alarm on low power.46 CFR 181.450

As appropriate for the intended voyage, a vessel must carry adequate and up to date charts. Vessels charts were not updated, Provide up to date charts.46 CFR 184.420

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel has exceeded 3 months past anniversary date. Vessel is prohibited from carrying passengers until annual inspection is complete. 46 CFR 176.500(b)(1)

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. Vessels with a keel laid date after March 28, 2022, must include plans for the monitoring device(s) within the plan submissions required in 46 CFR 177.202. The Coast Guard will work with the vessel operators to determine a reasonable implementation schedule once the plans are accepted. The monitoring device(s) must: (1) Ensure the wakefulness of the crew in the event that the watchman required in paragraph (a) of this section is unresponsive; (2) Remain operable during the nighttime watch; and (3) Be arranged to ensure proper coverage of the passenger accommodation spaces, common areas, and spaces with potential fire hazards. Vessel has not installed monitoring device to ensure the wakefulness of the watchmen. Vessel has 30 days to install approved system.

All vessels must have navigation lights that are in compliance with Inland Nav Rules. Vessel's Port navigation light was extinguished. Fix/repair Port navigation light. Vessel is restricted to daytime operations until rectified.

A vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. vessel did not have charts on board. Equip vessel with charts.

Gauges to indicate engine revolutions per minute, jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. Stbd engine did not read accurate oil pressure. Fix/ repair oil pressure gauge.

A vessel must carry either a first-aid kid approved under approval series 160.041 or a kit with equivalent contents. Items required listed in 46 CFR 160.041-4(b)table. Vessel's eye wash in first aid kit expired. Replace eye wash.

A vessel must carry one floating water light as certificated on COI. Battery connections broken on water light. Replace Water light. Restrict operations to daytime only until replaced.

As appropriate for the intended voyage, a vessel must carry adequate and up to date Charts of large enough scale to make safe navigation. Charts outdated. Replace with up to date Charts.

Mandatory Chemical Testing Requirements. Consortium crew list is out of date. Provide current crew list from consortium.

Vessel must carry a first aid kid approved under approval series 160.041 or a kit with equivalent contents and instructions. Aspirin is expired. Replace with 100 count aspirin.

Piping, including valves, pipe fittings and flanges, conveying vapor, gas, or liquid, the temperature of which exceeds 150 deg F, must be suitably insulated where necessary to prevent injuries. Turbo has no insulation/heat shield. Insulate to prevent injury.

Ring bouy not marked with vessel name. Master used vinyl decals that didn't adhere to surface of ring buoy.

Non FCC approved SAT phone on board with no FCC waiver and no SSB radio. Obtain FCC approved satellite phone & waiver in lieu of SSB radio or acquire SSB radio and install.

VHF programmed with incorrect MMSI and had no GPS feature; Replace cabin VHF with approved VHF (with GPS feature) and program with correct MMSI.
