Machinery, equipment, materials, and arrangements not covered by standards in this sub-chapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Vessel has taken bad, waterlogged fuel, and has suffered a loss of oil pressure. Effect repairs to the satisfaction of the attending Marine Inspector prior to return to service.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel's drydock examination was due by 31Mar2026. Vessel is overdue for it's drydock examination. Vessel's request for an extension was approved, conduct a drydock examination prior to 31May26 to the satisfaction of the attending USCG Marine Inspector.

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Manual bilge switch and light are not functioning. Prove proper operation of the manual bilge switch and light.

A marine employer shall comply with the requirements of 46 CFR 4.06 for random drug testing. Maritime Consortium documentation for random drug testing is expired, provide updated Maritime Consortium list.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Vessel is missing emergency instructions, provide emergency instructions.

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate thier duties in case of a fire or the recovery of persons who have fallen overboard. Drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: (1) Date of the drill and training; and (2) General description of the drill scenario and training topics. Vessel has no log book or record of conducting drills. Conduct drills and log, provide documentation to the satisfcation of the USCG Marine Inspector that drills have been conducted.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List; (4) Tide tables; and (5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. Vessel does not have up to date charts or publications. Provide up to date charts for area transited and an Eldridge book on board.

Spaces containing gasoline machinery or fuel tanks shall have natural supply and mechanical exhaust ventilation as required by this section. At least two inlet ducts shall be located at one end of the compartment and they shall extend to the lowest part of the compartment or bilge on each side. Vessels gasoline fuel tank space is not fitted with ventilation inlet ducts.

Spaces containing gasoline machinery or fuel tanks shall have natural supply and mechanical exhaust ventilation as required by this section. All ducts shall be of rigid permanent construction of fire proof material and reasonably gastight from end to end. The ventilation exhaust duct from the gasoline fuel tank space does not pick up at the lowest point of the bilge, and is made of lightweight plastic dryer hose, which is ripped at the connection to the starboard engine space ventilation duct exhaust.

A space containing propulsion machinery must be equipped with a fixed gas fire extinguishing system in compliance with 46 CFR 181.410. Fireboy was accidently discharged by servicing representive in the engine compartment. Install new Fireboy and provide servicing report prior to carriage of passengers.

A vessel not required to have a power driven fire pump by 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets,with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words ‘‘FIRE BUCKET’’must be stenciled in a contrasting color on each bucket. Vessel is missing fire bukcets, provide fire buckets.

Procedures for checking the proper operation of a flammable vapor detection system must be posted at the primary operating station. The system must be self-monitoring and include a ground fault indication alarm. Prove proper operation of vapor detections systems.

Anchor/stern light is not mounted, running lights have intermitent electrical short. Prove proper operation of the nav lights prior to operating in conditions where nav lights are required.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in A space with a non-watertight closure,such as a space with a non-watertight hatch on the main deck. Aft bilge alarm was not operable, prove proper operation of the aft bilge alarm.

A vessel must be in the condition specified when a simplified stability proof test is performed; (4)(i) the weight of primary lifesaving equipment should be simulated at its normal location, if not on board at the time of the test. LIZZIE T was outfitted with a 22-person life float subsequent to its 22Oct07 stability letter, and such equipment or simulated weight was unaccounted for. Remove life float from LIZZIE T for continuation of launch operations per the vessel's Certificate of Inspection until a new simplified stability proof test is conducted, and an attributable stability letter is issued; LIZZIE T is limited to launch operations not more than 1,000 feet from shore.

A vessel must be in the condition specified when a simplified stability proof test is performed; (4)(i) the weight of primary lifesaving equipment should be simulated at its normal location, if not on board at the time of the test. LIZZIE T was outfitted with a 22-person life float subsequent to its 22Oct07 stability letter, and such equipment or simulated weight was not accounted for. The vessel must undergo a new simplified stability proof test with the life float installed, or attributable weight simulated in its location, as well as obtain a valid stability letter prior to carrying passengers.

The owner or managing operator shall provide satisfactory evidence of the required servicing of portable fire extinguishers by a qualified servicing facility to the marine inspector. The vessel's portable fire extinguisher had not been serviced since March 2022. Portable fire extinguisher must be serviced by a qualified servicing facility.

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant OCMI, but must not be less than the minimum number required by Table 181.500(a). The vessel was not outfitted with a 40-B:C in the vicinity of the machinery space exit. Install a 40-B:C in the vicinity of the machinery space exit.

A vessel not required to have a power driven fire pump by 181.300 must have at least three (03) 2.5-gallon fire buckets, with an attached lanyard satisfactory to the OCMI, placed so as to be easily available during an emergency. The words "FIRE BUCKET" must be stenciled in contrasting color on each bucket. The vessel was not outfitted with any fire buckets upon inspection. Install three (03) 2.5-gallon fire buckets with appropriate markings and lanyards.

A vessel must be provided with bilge pumps in accordance with Table 182.520(a); specifically, vessels of not more than 49 passengers (except ferries) and up to 65 feet in length are required to have a minimum of one (01) fixed power pump and one (01) portable hand pump, or one (01) fixed hand pump and one (01) portable hand pump. Vessel was outfitted with two (02) fixed power pumps supplied by the same source of power (DC bus), and one (01) fixed hand pump (defective), but no portable hand pump. Install portable hand pump on vessel.

Holding tank through hull vent was found damaged on the port side potentially providing water entry into the vessel. Renew holding tank vent through hull fitting.

Engine room ventilation hose was found to be broken in 3 places. Renew ventilation hose as per vessel drawings and CFR regulations.

Found 2 drilled holes in the forward engine room bulkhead. One hole was used for through bulkhead wiring. Make both holes watertight.

The grab line of a life ring buoy shall be 3/8 inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material having a minimum breaking strength of 1,350 pounds. The grab line on the vessel's life ring buoy is wasted and broke upon inspection. Replace grab line or replace entire life ring buoy.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date extracts of the U.S. Coast Pilot. Update the U.S. Coast Pilot on board to the 2021 version.

Found water lubricated strut bearing worn beyond 50%. Vessel owner to replace in the spring, 2018, prior to operations.

When placing vessel on blocks, haul-out facility(French Bay Marina) crushed the fiberglass on the aft keel block. Blocking was found to be inadequate for the vessel when placed on soft ground. Vessel owner is working with French Bay Marina for repair proposal. Damage will be repaired next spring, 2018, prior to launching the vessel.

Found 07 worn life jackets. Vessel is restricted to 08 Passengers until replaced.

Found non-compliant float light battery. Renew battery as per manufacturers requirements. Vessel is restricted to day light operations only.
