Except as otherwise required by paragraphs (b) and (c) of this section, an existing vessel must comply with the fire protection equipment regulations applicable to the vessel on March 10, 1996, or, as an alternative, the vessel may comply with the regulations in this part. All fire extinguishing appliances are past their annual service date. Please rectify and send report of service.

A hatch cover must:(1) Have securing devices. MI identified 02 hatch covers unable to be secured due to stiffened dogs.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: charts of large enough scale to make safe navigation possible. No navigational charts onboard vessel. 46 CFR 184.420(a)

A vessel on a lakes, bays, and sounds, or rivers route must carry: three hand orange smoke distress signals in accordance with 160.037 in Subchapter Q. No smoke signals onboard vessel. 46 CFR 180.68(b)(2)

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instruction. No first-aid kit onboard vessel. 46 CFR 184.710

Each floating waterlight must be approved in accordance with 161.010 or 160.110 in Subchapter Q of this chapter. Unapproved waterlight attached to ring buoy. 46 CFR 180.70(d)(1)

A vessel on a lakes, bays, and sounds, or rivers route must carry:(1) Three hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant; and(2) Three hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessels smoke/flares were expired. Procure unexpired smoke/flares. 46 CFR 180.68 (b)

Piping used in a vital system must:(1) Be composed of ferrous materials. MI observed copper fuel lines supplying the main engines. Renew piping to a ferrous material or flexible hose meeting SAE J-1942 fuel hose standards. 46 CFR 182.710(c)(1)

Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Vessels ring buoy stenciling was faded. Re-mark ring buoy. 46 CFR 185.604(b)

46 CFR 176.15-10 Old T Whenever any vessel is to be dry docked or hauled out in compliance with §176.15-1, or to carry out major repairs or alterations affecting the safety or seaworthiness of the vessel, it shall be the duty of the person in charge of the vessel, the owner, or the agent to report the same, together with the nature of any repairs or alterations contemplated, as far in advance as practicable to the Officer in Charge, Marine Inspection. Vessel owner failed to notify OCMI that damage was found when vessel was dry docked. Vessel has a 2 inch hole in bottom of the hull allowing water ingress, other degraded hull plating, and structural damage. Vessel is also overdue for dry dock exam, and internal structural exam. Vessel shall enact permanent repairs to all identified structural damage, complete dry dock exam, and internal structural exam to the satisfaction of attending USCG Marine Inspector.

46 CFR 184.710 A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked "First-Aid Kit." A first-aid kit must be easily visible and readily available to the crew. The first-aid kit on-board contained expired products. Acquire a new first-aid kit, or replace the expired contents to meet 46 CFR 160.041 to the satisfaction of the marine inspector.

No proof of enrollment in a consortium.

No means of positive closure on generator discharge piping. The due date is the next dry dock date.

Vessel is required to have a valid Safety Radiotelephony Certificate onboard. Certificate is expired. Obtain valid certificate and provide to the Marine Inspector.
