At each…inspection for certification of a vessel, the…managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: Inspection of the condition…on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. MI identified the following running rigging components were wasted: 1) Aft Mainsheet Block, Bronze Bow Shackle 2) Forward Mainsheet Block D-Shackle Clevis Pin 3) Mainsheet Traveler Block Bow Shackle Clevis Pin 46 CFR 176.802(a)(3)

A hatch cover must be attached to prevent its loss. Securing device was absent from the chain locker hatch cover. 46 CFR 179.360(b)(2)

Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Vessel's name on the port side life ring buoy was faded. Make vessel's name more visible to the satisfaction of the MI. (46 CFR 185.604(b))

The EPIRB's battery is replaced after it is used, or before the date required by FCC regulations in 47 CFR part 80, whichever comes sooner. Vessel's spare EPIRB battery was expired. Replace battery to the satisfaction of the MI. (46 CFR 185.728(b))

A vessel not required to have a power driven fire pump by 181.300 must have at least three 9.5 liter buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words "FIRE BUCKET" must be stenciled in a contrasting color on each bucket. Observed one fire bucket had faded characters. Make "FIRE BUCKET" more visible to the satisfaction of the MI. (46 CFR 181.610)

The owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of electrical equipment and systems, including... Inspection of all cable as far as practicable without undue disturbance of the cable or electrical apparatus. MI found dead-end wire underneath the helm station. Remove dead-end wire to the satisfaction of the MI. (46 CFR 176.806(a))

A proper certificate issued by the Federal Communications Commission shall be regarded as evidence that the radio installation, if any, is in compliance with the requirements of that agency. Observed that the FCC Communications Safety Radio Telephony Certificate was expired. Replace the expired certificate with a valid certificate. (46 CFR 180.15-1(a) [OLD T)

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel did not complete annual inspection within +/- 90-Day grace period, and therefore is overdue for annual inspection. Conduct COI annual inspection, to the satisfaction of the MI, prior to the carriage of passengers. 46 CFR 176.500(b)(1)

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel does not have installed detectors in required spaces by 27Dec2022. Vessel has been limited to a Limited Coastwise route and no overnight passengers until detector installation has been verified by a Marine Inspector. 46 cFR 181.405(c)

On vessels described by 46 CFR 175.110(c), flammable items not otherwise covered by the regulations of this subchapter, such as rechargeable batteries, including lithium ion batteries utilized for commercial purposes, must be handled, stored, and operated in a way that mitigates the risk of hazardous conditions. Vessel has not submitted plan for lithium ion battery charging. Vessel has been limited to a Limited Coastwise route and no overnight passengers until lithium ion charging plan has been verified by a Marine Inspector. 46 CFR 185.364

For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include, but need not be limited to (Listed in cite). Vessel has not shown to have met training requirements. Vessel has been limited to a Limited Coastwise route and no overnight passengers until training has been verified by a Marine Inspector. 46 CFR 185.420(b)

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. The Coast Guard will work with the vessel operators to determine a reasonable implementation schedule once the plans are accepted. The monitoring device(s) must:(1) Ensure the wakefulness of the crew in the event that the watchman required in paragraph (a) of this section is unresponsive; (2) Remain operable during the nighttime watch; and (3) Be arranged to ensure proper coverage of the passenger accommodation spaces, common areas, and spaces with potential fire hazards. Vessel has been limited to no overnight passengers until monitoring device has been verified by a Marine Inspector. 46 CFR 185.410(b)

The master of a vessel described by 46 CFR 175.110(d) must conduct passenger emergency egress drills from the passengers' assigned overnight accommodation spaces prior to beginning an excursion with new passengers. (1)If the passengers are not assigned an overnight accommodation space, the master of a vessel described by 46 CFR 175.110(d) must conduct passenger emergency egress drills from an accommodation space prior to beginning an excursion with new passengers. (2) For the purposes of this section, excursion includes anytime the the vessel gets underway, or anytime passengers remain overnight on the vessel. Provide plan for conducting passenger egress to OCMI. Vessel has been limited to no overnight passengers until passenger egress plan has been verified by a Marine Inspector. 46 CFR 185.507

Where life preservers are stowed so that they are not readily visible to passengers the containers in which they are stowed shall be marked "life preservers" 46 CFR 180.25-15(b) -port, fwd space

Each water light must be of an approved automatic electric type. 46 CFR 180.30-1(b) Ring buoy light doesn't work, port side- fix light

Accomodations of adequate construction with suitable equipment to provide protection. 46 CFR 177.25-1(a) Smoke detector in overnight accomodation space was inoperable- fixed batteries during inspection.

Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck. The emergency lighting was inoperable. Repair emergency lighting and provide proof of operation to the satisfaction of the attending Marine Inspector. Operations are restricted to daylight only until emergency lighting is repaired. 46CFR183.432

Each vessel must have a detailed inspection of the radio installation by an FCC-licensed technician once every five years. The vessel's FCC radio safety certificate was expired. Renew the FCC Safety Radiotelephony Certificate IAW 47CFR80.903. 47CFR80.903

Certificate of Documentation must be valid and onboard the vessel. The COD was valid but not onboard the vessel. Provide evidence of a valid COD onboard the vessel IAW 46CFR67. 46CFR67.7

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. During the Drydock exam, it was discovered that new AC and DC electrical wiring was added without OCMI approval. Submit a revised AC/DC one line diagram to the OCMI for review. 46 CFR 176.700(a)

All escape hatches shall be marked on both sides using at least 1-in letters "EMERGENCY EXIT, KEEP CLEAR." The forward escape hatch is not labeled. Label hatch in accordance with 46 CFR 185.30-15 (Old T).

Pre-engineered fixed gas fire extinguishing systems shall be designed to automatically shut down all power ventilation and engines that draw intake air from within the protected space. Vessel's crew could not demonstrate this function of the system. Prove proper operation of automatic shutdowns.

Machinery and fuel tank spaces are to be separated from accommodations by boundaries preventing the passage of vapors. Multiple openings in the forward bulkhead of the engine room were identified and need to be sealed to ensure the vapor boundary is maintained.

Vessels with pre-engineered fixed gas extinguishing systems shall have reset devices for automatically shut down engines/ventilation located at the operating station. Vessels reset device is located in the masters cabin and needs to be relocated to the operating station.

Vessel's shall provide one child sized life jacket for each person being carried that is smaller than the lower limit for adult jackets (90 lbs). Vessel routinely carries up to 40 children on excursion but only maintains 7 child life jackets aboard the vessel. Provide an additional 33 child sized life jackets either on board the vessel or in adjacent shore side facilities to supplement the current life jacket outfit during excursions with child passengers in excess of 7.

Vessels operating in coastwise service shall maintain a valid certificate of documentation. Vessel was unable to provide a valid original certificate of documentation.

One ship station license will be granted for operation of all maritime services transmitting equipment on board a vessel. Vessel's station license expired and needs to be renewed.

Vessel's operating more than one mile from shore shall be provided with primary lifesaving equipment in accordance with 46CFR180.200(c) Vessel's survival craft was removed for servicing. Vessel shall remain no more than 1 nautical mile from shore until the survival craft is serviced and re-installed.

Vessel did not complete annual inspection 3 months before or 3 months after COI date.

Preventative Maintenance Plan submitted to the USCG following NVIC 2-16, section III (attached).

Remove electrical wiring for service fans. Submit on-line diagram for plan review.

Make(03)stainless steel foremast and mainmast terminals available for inspection at next dry-dock inpsection.

Inspect fractures on mainmast lower spreaders at next dry dock inspection. One longitudinal crack on the bottom outboard tip of the port spreader and one transverse crack on the aft edge of the starboard side spreader. Each crack is approximately one inch when inspected on 11/16/2012.

Exhaust piping shall be properly supported by non-combustible hangers.

Secure electical wiring in Engine Room with non-combustible hangers or metal clamps (near engine accessory drive pulleys)

Remove or replace shafed and spliced electrical wiring routed through the main mast. Spliced wiring may be installed in approved juntion box.

Provide updated and specific emergency instructions for fire at sea and man overboard.

Properly repair bowsprit and associated rigging.
