A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate. Master of vessel did not have a medical certificate. Vessel may not operate until a master with a valid medical certificate is provided. 46 CFR 15.401(c)

Fire extinguishing equipment installed on a vessel in excess of the requirements of §§ 181.400 and 181.500 must be designed, constructed, installed, and maintained in accordance with a recognized industry standard acceptable to the Commandant (CG-ENG-4). MI’s observed the following on the fixed carbon dioxide system: 1) no fire servicing report attesting to annual maintenance, 2) cylinder was not properly secured, 3) hydrostatic inspection was expired. 46 CFR 182.530

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. MI observed bilge alarms not working in fuel tank void and battery room void. 46 CFR 182.530

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of electrical equipment and systems, including the following (a) Inspection of all cable as far as practicable without undue disturbance of the cable or electrical apparatus. MI observed Port and starboard aft engine room lights being improperly supported by electrical wire. Lighting fixtures should be installed according to manufacturer's instructions. 46 CFR 176.806

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. MI observed the vessel’s Safety Radiotelephony Certificate expired in 2024. Restricted to 1000' from shore. 46 CFR 80.903

Abandon ship and man overboard drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. Excessive accumulation of water was noted from the port rudder which was seeping water past the packing glands. Tighten packing gland to prevent excessive water from entering the vessel.

A vessel must carry one floating waterlight. Life ring floating marker light has expired battery. Replace with in date battery.

Each electrical connection...must be within an enclosure and secured to prevent loosening. wiring was noted disconnected under the vessels starboard engine. Reconnect the wires, secure the ends in a junction box or pack pull and remove the wires.

Each nozzle must be of a corrosion-resistant material and be capable of being changed between a solid stream and a spray pattern. Vessels current arrangement did not provide for successful transition from straight stream to flush due to lack of maintenance and corrosion. Replace or repair to satisfaction of MI. 46 CFR 181.320 (d)
