All machinery must be installed and maintained to prevent machinery system failure. The throttle tension spring is attached with cable ties to the frame. The tension spring is not a manufactures equipment and is not required for proper operation of the vessel. Remove the same.

Resolution: Owner removed tensions springs in the presence of the Marine Inspector. Marine Inspector witnessed proper operation of the throttles after removal.
