As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot or similar publication; Coast Guard Light List. On board Coast Pilot and Light List out-of-date by 10 years. Replace with up-to-date publications for applicable operating area.

Chemical testing of personnel must be conducted as required by this subpart and in accordance with the procedures detailed in 49 CFR part 40. Operator did not have DAPI information on hand. Vessel provided via email prior to the end of the inspection.

A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessel's limited QFAs have been submitted by not approved. Vessel to provide MSC approval letters prior to issuance of full term COI. Temp is invalid after 90 days of issuance (13Aug2025).

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions not available onboard. Vessel to provide a copy of the written emergency instructions.

Prior to receiving a Certificate of Inspection, submit for approval to the cognizant OCMI (MSC), at least two copies of the following plans, manuals, analyses, and calculations that are applicable to the vessel as determined by the OCMI (MSC): Ventilation diagrams; Electrical installation including, but not limited to: (i) Elementary one-line diagram of the power system; (ii) Cable lists; (iii) Bills of materials; (iv) Type and size of generators and prime movers; (v) Type and size of generator cables, bus-tie cables, feeders, and branch circuit cables; (vi) Power, lighting, and interior communication panelboards with number of circuits and rating of energy consuming devices; (vii) Type of capacity of storage batteries; (viii) Rating of circuit breakers and switches, interrupting capacity of circuit breakers, and rating and setting of overcurrent devices; and (ix) Electrical plant load analysis. Fuel tanks; Piping systems including: bilge, hydraulic, sanitary, vents. Vessel operator does not have plans/drawings or approvals for systems. Submit plans/drawings to OCMI(MSC) and get approval prior to end of Temporary COI date of August 13th 2025. 46 CFR 177.202

EPIRBs must be stowed in a float free arrangements. The provided EPIRB was installed under the vessels canopy. Relocate the EPIRB to a location that meets the requirements of float free.

Disposable hydrostatic releases are required to replaced 2 years after installation. The provided hydrostatic release expired April 2019. Provide a new hydrostatic release.

Vessels on limited coastwise routes are required a minimum of 12 flares, only 6 flares were provided. Provide 6 additional flares.

47 CFR 80.13 - All small passenger vessels operating more than 1000' from shore are required to maintain an FCC Station License. The provided station license is expired. Provide a current FCC Station License. Vessel is restricted to 1000' from shore until Station License is provided.

46 CFR 80.903 SPVs with radio installations are required to have an FCC Radio Station Safety Inspection. The provided FCC Safety Cert is expired. Provide a current FCC Safety Inspection. Vessel is restricted to 1000' from shore until FCC Radio Station Safety Inspection is provided.
