As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot or similar publication; Coast Guard Light List. On board Coast Pilot and Light List out-of-date by 10 years. Replace with up-to-date publications for applicable operating area.

Chemical testing of personnel must be conducted as required by this subpart and in accordance with the procedures detailed in 49 CFR part 40. Operator did not have DAPI information on hand. Vessel provided via email prior to the end of the inspection.

A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessel's limited QFAs have been submitted by not approved. Vessel to provide MSC approval letters prior to issuance of full term COI. Temp is invalid after 90 days of issuance (13Aug2025).

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions not available onboard. Vessel to provide a copy of the written emergency instructions.

Prior to receiving a Certificate of Inspection, submit for approval to the cognizant OCMI (MSC), at least two copies of the following plans, manuals, analyses, and calculations that are applicable to the vessel as determined by the OCMI (MSC): Ventilation diagrams; Electrical installation including, but not limited to: (i) Elementary one-line diagram of the power system; (ii) Cable lists; (iii) Bills of materials; (iv) Type and size of generators and prime movers; (v) Type and size of generator cables, bus-tie cables, feeders, and branch circuit cables; (vi) Power, lighting, and interior communication panelboards with number of circuits and rating of energy consuming devices; (vii) Type of capacity of storage batteries; (viii) Rating of circuit breakers and switches, interrupting capacity of circuit breakers, and rating and setting of overcurrent devices; and (ix) Electrical plant load analysis. Fuel tanks; Piping systems including: bilge, hydraulic, sanitary, vents. Vessel operator does not have plans/drawings or approvals for systems. Submit plans/drawings to OCMI(MSC) and get approval prior to end of Temporary COI date of August 13th 2025. 46 CFR 177.202

EPIRBs must be stowed in a float free arrangements. The provided EPIRB was installed under the vessels canopy. Relocate the EPIRB to a location that meets the requirements of float free.

Disposable hydrostatic releases are required to replaced 2 years after installation. The provided hydrostatic release expired April 2019. Provide a new hydrostatic release.

Vessels on limited coastwise routes are required a minimum of 12 flares, only 6 flares were provided. Provide 6 additional flares.

47 CFR 80.13 - All small passenger vessels operating more than 1000' from shore are required to maintain an FCC Station License. The provided station license is expired. Provide a current FCC Station License. Vessel is restricted to 1000' from shore until Station License is provided.

46 CFR 80.903 SPVs with radio installations are required to have an FCC Radio Station Safety Inspection. The provided FCC Safety Cert is expired. Provide a current FCC Safety Inspection. Vessel is restricted to 1000' from shore until FCC Radio Station Safety Inspection is provided.

Bilge pumps OOC. Prove proper operation prior to carrying passengers.

Provide pressure fitting for fuel hoses.

Install shatter protection bowl for fuel filters.

Prove compliance with drug and alcohol program requirements in accordance with 46 CFR 16.

Replace (7) deteriorated adult life jackets in accordance with 46 CFR 180.71. Passenger count is reduced until (7) adult life jackets are provided.

Provide asprin and eyewash for first aid kit in accordance with 46 CFR 160.041.

Prove proper operation of starboard fuel space vent motor IAW 46 CFR 182.460.

Replace starboard fuel tank vent flame screen IAW 182.450.

Drug testing program found not to be in place for employees as outlined in_x001C_46 CFR 16.201. Provide proof of outlined drug program as warranted.

The following publications were found not to be on board vessel IAW: 46 CFR184.420; light lists and local notice to mariners. Provide as required.

Aft port/stbd compartments that house the fuel tanks found not to be vapor tight. Ensure holes are plugged/secure IAW: 46 CFR 171.111.

Supervisory personnel found not to have 60 min required training in drug use education as required by 46 CFR 16.401. Provide proof of training compliance.

Crew training program found not to be outlined/in place/documented. Providean outlined/documented crew training program (fire, abandon ship, man overboard) IAW: 185.420, 185.524.

Fixed CO2 system nozzles found to be unsatisfactorily mounted. Cap off CO2 discharge nozzels that extend into the exterior outboard engine cowling compartment (due to removal of aux fuel tanks) IAW: 46 CFR 171.111.

Incorrect size of CO2 cylinder installed for the port and stbd fuel tank spaces. Install a 10 pound CO2 cylinder for the port and stbd fuel tank spaces.

Properly seal openings for cables and hoses in the aft bulkheads of the port and stbd fuel tank spaces.

Provide means to secure supply vent openings to the port and stbd fuel tankspaces.

Prove proper operation of the port aft, stbd aft and port fwd bilge pump high level float switches.

Install emergency disconnect switches for the electrical power supply from each battery to each engine.

The exhaust blower for stbd fuel tank space is inoperable. Renew the defective exhaust blower.

Relocate the exhaust blowers in the port and stbd fuel tank spaces. Blower motors must be located outside of the vent duct in accordance with 46CFR182.15-45.

Provide a CG approved First Aid Kit as required by 46 CFR 184.710.

Provide evidence of compliance with the Employee Assistance Program in accordance with 46CFR16.401 to include: education program and documented training program. Supervisors a minimum of 60 minutes of training.

Provide evidence of logged quarterly training for crew emergency drills required, rough weather, man overboard, fire, and abandon ship.

Provide and properly install Personal Flotation Device instructions placard.

Provide and properly install compass lighting.

Provide and properly install retro-reflective tape for the life ring buoy.

Properly segregate the battery spaces from the gasoline fuel tank spaces.

Provide evidence of logged EPIRB testing and maintenance.

Prove proper operation of the port forward electric submersible bilge pump automatic float switch.

Properly secure the CO2 piping connecting to the port engine.

Properly label the electric submersible bilge pump switches.

Properly bond the port fuel fill rubber hose.

Provide a red placard at the operator station stating that the fuel tank spaces exhaust blowers are to operate at a minimum of 3 minutes prior to operating the the outboard engines.

Prove proper operation of the starboard fuel shut off valve. Vessel not tooperate with passengers for hire until the starboard fuel shut off valve operates properly.

Prove proper operation of the port gasoline fuel tank space exhaust blower.Vessel not to operate with passengers for hire until the port fuel tank space exhaust blower operates properly.

Install as per original the starboard blower motor exhaust duct. Vessel not to operate with passenges for hire until the starboard exhaust blower ducting is properly installed.

Install the port gasoline fuel tank space exhaust blower to operate with the starboard engine ignition switch. Vessel may not operate with passengers for hire until the exhaust blower operates from the correct ignition switch.

Install the starboard gasoline fuel tank space exhaust blower to operate with the starboard engine ignition switch. Vessel may not operate with passengers for hire until the exhaust blower operates from the correct ignition switch.

PROPERLY SERVICE FIXED CO2 FIRE FIGHTING SYSTEM IN THE PRESENCE OF A COAST GUARD MARINE INSPECTOR.

PROVIDE PROOF OF RECEIPT OF FIXED CO2 BOTTLES FOR FUEL SPACE.

PROVIDE COPY OF COMPANY DRUG TESTING POLICY, TO INCORPORATE ALL PROVISIONS OF 46 CFR PART 16.

CONDUCT A STABILITY TEST IN THE PRESENCE OF A MARINE INSPECTOR.

PROVIDE SERVICE REPORT FOR VESSEL FIRE EXTINGUISHERS.

PROVIDE PROPER SIZE RING BUOY IN ACCORDANCE WITH 46 CFR 180.30-5(a).

Repair or renew starboard aft bilge pump.

Properly mount an oil discharge placard.

Service and weigh Halon cylinder. Demonstrate complaince to a Coast Guard marine inspector no later than 19 May 1993.

Charge or renew engine start batteries. Demonstrate operation of propulsion engines and primary electrical power.

Repair or renew foc'sle hatch hinge.

PROVIDE VENTILATION TO THE PORT AND STARBOARD FUEL TANK SPACES IN ACCORDANCE WITH 46 CFR 182.15-45

PROVIDE FIXED FIRE EXTINQUISHING SYSTEM FOR FUEL TANK SPACE AS PER 46 CFR 181.20.

POST AN EMERGENCY CHECKOFF LIST.

PROVIDE ONE B-I TYPE PORTABLE FIRE EXTINGUISHER WITH A CURRENT SERVICE DATE.

ELECTRICALLY BOND FUEL VENT AND FUEL FILL FITTINGS TO FUEL TANKS - PORT AND STBD.

INSTALL EMERGENCY FUEL SHUT OFF VALVE AND OPERATING MECHANISM OUTSIDE OF FUEL TANK COMPARTMENT AND LABEL OPERATING INSTRUCTION PORT AND STBD FUEL SYSTEMS.

PROVIDE VALID STATE REGISTRATION CERTIFICATE.

PROVIDE A COPY OF, AND PLACE ON BOARD VESSEL, CURRENT FCC FORM 824, SAFETY RADIO TELEPHONY CERTIFICATE. VESSEL IS RESTRICTED TO OPERATION NOT MORE THAN 1,000 FEET FROM SHORE UNTIL THIS REQUIREMENT IS COMPLIED WITH.
