Life preservers shall be distributed through the upper part of the vessel in protected places convenient to the persons on board. Life preservers on board were not stowed in a manner that was easily accessible or convenient for persons on board. Stow life preservers in a fashion in which they will be immediately accessible and convenient to crew and persons on board to the satisfaction of the attending marine inspector. 46 CFR 180.70

The portable hand bilge pump shall be provided with suitable hoses for pumping bilges on the suction and discharge ends. This pump may also serve as a portable fire pump if it is of sufficient capacity. Vessel's portable hand bilge pump, also doubling as the portable fire pump, did not have hoses long enough to reach to the bottom of the bilge, or to the waterline. Provide suitable hoses for pumping bilges and provide operation in the presence of the attending marine inspector. 46 CFR 182.25-10(e) Old "T"

A vessel of less than 12 meters in length shall be provided with some means of making an efficient sound signal. Vessel did not have an efficient sound signal. Provide suitable means of producing an efficient sound signal in the presence of the attending marine inspector. 33 CFR 83.33(b)

It shall be the duty of the master of any vessel subject to the regulations in this sub chapter to prepare and post emergency checkoff lists in a conspicuous place accessible to crew and passengers. Emergency instructions were not posted in any location. Provide and post an emergency checkoff list in a conspicuous place, accessible to crew and passengers, to the satisfaction of the attending marine inspector. 46 CFR 185.25-1(a) Old "T"

All machinery shall be installed and maintained in such a manner as to afford adequate protection against fire, explosion, machinery failure and personnel injury. Starboard rudder steering ram is missing a bolt. Reinstall the missing bolt on the starboard rudder steering ram to the satisfaction of the attending marine inspector. 46 CFR 182.01-5 Old "T"

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who hold a marine radio operator permit or higher class license. No FCC Marine Radio Operator Permit was carried on board. Provide proof of FCC Marine Radio Operator Permit as described by 47 CFR 80.159(e) to the satisfaction of the attending marine inspector. 46 CFR 184.25-1(a) Old "T"

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Fuses for the house battery and the port side engine starter battery are blade type fuses. Install UL approved cartridge type fuses of the same amperage to the satisfaction of the attending marine inspector. 46 CFR 183.380(l)

Battery chargers must have an ammeter connected in the charging circuit. Battery charger does not have an ammeter. 1) Install in the charging circuit; or 2) Provide a battery charger with a built-in ammeter to the satisfaction of the attending marine inspector. 46 CFR 183.350(f)

When operating a vessel on a body of water where the discharge of treated or untreated sewage is prohibited by the Environmental Protection Agency, the operator must secure each Type I or Type II device in a manner which prevents discharge of treated or untreated sewage. Acceptable methods of securing the device include- 1) closing the seacock and removing the handle; 2) padlocking the seacock in the closed position; 3) using a non-releasable wire-tie to hold the seacock in the closed position; or 4) locking the door to the space enclosing the toilets with a padlock or door handle key lock. The overboard discharge valve on this vessel was not properly secured. Secure the overboard discharge valves using one of the methods described above to the satisfaction of the attending marine inspector. 33 CFR 159.7(b)

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Missing emergency broadcast instructions and information. Provide emergency broadcast instructions and information placard to the satisfaction of the attending marine inspector. 46 CFR 184.506

Section 151.59 (Placards) applies to a manned U.S. ship (other than a fixed or floating drilling rig or other platform) that is 26 feet or more in length. Vessel missing garbage placard as described by 33 CFR 151.59(a-c). Provide approved garbage placard to the satisfaction of the attending marine inspector. 33 CFR 151.51(e)(1)

At each initial and subsequent inspection for certification, reinspection and at every other vessel inspection the marine inspector shall require that all observed unsafe practices and hazardous situations be corrected. Install chaffing gear on hydraulic steering ram tubing. 46 CFR 176.25-50

Fuses in electrical systems must be of the cartridge type only. Fuses for the newly installed speakers are blade type fuses. Provide proper installation of cartridge type fuses in the electrical system. 46 CFR 183.380

At each initial and subsequent inspection for certification and reinspection the marine inspector shall examine and test the main and auxiliary steering apparatus to the extent necessary to determine that its condition is satisfactory and that it is fit for the service intended. Submit repair proposal for starboard rudder post, mounting plate, and ram bearing and repair to the satisfaction of the attending Coast Guard Marine Inspector prior to next credit dry dock. 46 CFR 176.25-35

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Vessel has areas of damaged fiberglass on the port bow. Submit repair proposal and repair to the satisfaction of the attending Coast Guard Marine Inspector prior to next credit dry dock. 46 CFR 177.300 (c)

A vessel must comply with the applicable requirements for any radio, including the requirements for installation certificates. The provided FCC Safety Radiotelephony Certificate was expired. Provide a current FCC Safety Radiotelephony Certificate. 46 CFR 184.502

The Coast Guard will issue a medical certificate to a mariner meeting the medical and physical standards for merchant mariners. Under 46 CFR 5.57, a person employed in the service of a vessel is considered to be acting under the authority of a credential or endorsement when the holding of such credential or endorsement is: (1) Required by law or regulation; or (2) Required by an employer as a condition for employment. The Captain employed by company did not have a medical certificate. Provide valid medical certificate to the attending Marine Inspector (MI) before being employed in a position where 1 or 2 above are required. 46 CFR 10.301(a)

Except on a vessel limited to daytime operations, the compass must be illuminated. Vessel not limited to daylight operations on COI, therefore provide illuminated compass. Vessel restricted to daylight operations until the attending MI witnesses the compass illuminate. 46 CFR 184.402

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List; (4) Tide tables; and (5) Current tables; (b) Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. Chart outdated and missing all required publications above. Provide the above to the satisfaction of the attending MI. 46 CFR 184.420

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First aid kit contents expired. Provide new contents. 46 CFR 184.710

A vessel must be fitted with mooring lines necessary for the vessel to be safely anchored or moored. Bridal line used to moor to mooring ball worn. Replace in-kind to the satisfaction of the attending MI. 46 CFR 184.300

A vessel must be fitted with ground tackle necessary for the vessel to be safely anchor or moor. Forward port bow cleat has a hairline crack at base. Do not use until replaced in-kind and installation inspected by the attending MI. 46 CFR 184.300

The owner shall be prepared to conduct tests and have the vessel ready for inspection of the following: On a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. Vessel does not have a current inventory list in accordance with USCG NVIC 02-16. Provide inventory list IAW NVIC 02-16. 46 CFR 176.802 (a)(3)

A vessel must carry either a first aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Vessel has incomplete first aid kit with expired aspirin. Replace first aid kit with complete inventory.

Connections must be made to battery terminals with permanent type connectors. Existing battery connection uses temporary wing-nut connectors. Properly install permanent type connectors on all battery installations.

A loading mark required by paragraph (c)(2) of this section must be a horizontal line of at least 205 millimeters (8 inches) in length and 25 millimeters (1 inch) in height, with its upper edge passing through the point of maximum draft. The loading mark must be painted in a contrasting color to the sideshell paint. Vessel missing loading marks. Complete installation prior to credit dry dock.

Sail rigging and components are to be maintained in accordance with good marine practice. The mast was discovered to have a repair where hardware was previously mounted. Provide a third party rigging survey to attest to the condition of the mast, and the suitability of the repair. Complete repair prior to credit dry dock.

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2). VHF radio missing LAT/LONG for DSC operation. Enable VHF radio with GPS coordinates. 47 CFR 80.905

Over current protection must be provided for each ungrounded conductor. Vessel had stereo wired directly to battery instead of though dedicated circuit breaker. 46 CFR 183.380(a)

Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. Monthly inspection records for portable fire extinguishers missing. Conduct and record inspections in accordance with NFPA 10. 46 CFR 176.810(b)(ii)

An adult life jacket must be provided for each person carried on board a vessel. Vessel had 7 adult and 1 child life jackets with minor damage from rats. Repair damaged lifejackets as discussed. 46 CFR 180.71

Conduct post-drydock sea trials to the satisfaction of the attending marine inspector.

Vessel must comply with radio installations outlined by the Federal Communications Commission. VHF radio is not programmed with the vessel's MMSI number. Program VHF radio with the MMSI number.
