Each floating water light must be approved in accordance with 161.010 in sub chapter Q of this chapter. The floating water light, attached to the vessel's life ring, is approved in accordance with 46 CFR 161.013, for recreational use only. Replace and install water light to meet 46 CFR 161.010 standards to the satisfaction of the attending CG marine inspector. 46 CFR 180.70(d)(1)

Except as otherwise provided in this section every vessel must be fitted with a suitable magnetic compass designed for marine use, to be mounted at the primary operating station. Except on a vessel limited to daytime operations, the compass must be illuminated. The compass mounted on the vessel's operating station is cracked and illegible. Replace and install the vessel's marine compass to the satisfaction of the attending CG marine inspector. 46 CFR 184.402(a) & (c)

The master and crew of a vessel will be familiar with the content and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. The vessel does not have emergency instructions on board. Procure and mount required emergency instructions to the satisfaction of the attending CG marine inspector. 46 CFR 185.510(a)

Placards containing the instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. The vessel does not have life jacket placards posted. Post life jacket placards in conspicuous places around the vessel to the satisfaction of the attending CG marine inspector. 46 CFR 185.516(a)

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Vessel does not have a radiotelephone placard. Obtain and mount required placard to the satisfaction of the attending CG marine inspector. 46 CFR 184.506

The master or person in charge of a ship, to which this section applies shall ensure that one or more placards meeting the requirements of this section are displayed in prominent locations and in sufficient numbers so that they can be read by the crew and passengers. Vessel does not have a garbage placard. Obtain and mount required placard to the satisfaction of the attending CG marine inspector. 46 CFR 184.702 33 CFR 151.59(a)

A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: Discharge of Oil Prohibited. The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. Vessel does not have oil pollution prevention placard. Install and mount required placard to the satisfaction of the attending CG marine inspector. 46 CFR 184.702 33 CFR 155.450(a)

An EAP training program must be conducted for the employer's crewmembers and supervisory personnel. The training program must include at least the following elements: The effects and consequences of drug and alcohol use on personal health, safety, and work environment; the manifestations and behavioral cues that may indicate drug and alcohol use and abuse; and documentation of training given to crewmembers and the employer's supervisory personnel. Supervisory personnel must receive at least 60 minutes of training. No record of training were found for the crewmembers and supervisory personnel. Provide proofs of EAP trainings to the satisfaction of the attending marine inspector. 46 CFR 16.401(b)

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. 05 life jackets were missing the functional retroreflective material. Repair the life jackets to satisfaction of the attending Maine Inspector. Reduce the passengers allowed on board by 5 until the life jackets are repaired or replaced.

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment. Starboard hand bilge pump had small leak in diaphragm. Replace starboard hand bilge pump. 46 CFR 182.500(a)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel only had 2 fire buckets on board. Add one additional fire bucket. 46 CFR 181.610

A vessel must carry either a first aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Vessel's first aid kit was expired. Provide new first aid kit. 46 CFR 184.710 16 C

Each vessel must be equipment with at least two operable portable battery lights. Vessels only had one portable battery light. Provide one additional portable battery light. 46 CFR 183.430 16 C

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. All three fire buckets missing lanyards and proper labeling, and were not the correct size. Replace fire buckets IAW this regulation. 46 CFR 181.610

Each flare carried to meet this section must be stowed in one of the following a portable watertight container marked as required by § 185.614 of this chapter, carried at the operating station; or a pyrotechnic locker secured above the freeboard deck, away from heat, in the vicinity of the operating station. Flares were not properly stowed. Properly stow flares. 46 CFR 180.68(e)

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Battery cover not secured. Secure battery cover to protect against water spray. 46 CFR 183.350(b)

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. Discovered excessive corrosion around mounting tab hinge plates on forward swim ladder. Submit a repair proposal for the ladder mounting tab hinge plates. 46 CFR 176.700(a)

A complete application for an original MMC must contain proof, documented on CG-719-K or CG-719-K/E, as appropriate, that the applicant passed all applicable vision, hearing, medical, and/or physical exams as required by subpart C of this part or a valid medical certificate issued by the Coast Guard. The Master did not have his medical certificate available. 46CFR10.225(b)(7)

Each ring life buoy on a vessel must: Be approved in accordance with 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Grab lines on life-buoy are dry-rotted and the watertight plug is missing. Replace ring life buoy to the satisfaction of the Marine Inspector. 46 CFR 180.70(b)(1)

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel.

An adult life jacket must be provided for each person carried on board a vessel. Vessel is missing three adult life jackets. Passenger count is restricted to 21 passengers.

Each ring life buoy with a floating waterlight must have a lanyard of at least 3 feet in length, but not more than 6 feet, securing the waterlight around the body of the ring life buoy.

Battery on floating water light found to be expired. Replace battery.

A hatch cover must have securing devices and be attached to the hatch frame or coaming by hinges, captive chains, or other devices of substantial strength to prevent its loss. Provide a means of securing all four hatch covers on vessel.

On a vessel of at least 26 feet in length, a visual and audible indicator must be provided at the operating station to indicate high water level in each normally unmanned space with a through-hull fitting, machinery space, shaft alley, space with non-watertight closure and other spaces subject to flooding. Port visual alarm found inoperable. Install and demonstrate operation of visual indicators for each space required.

To include position information in a distress alert, the VHF-DSC radio should be properly connected to a GPS Receiver or have a VHF-DSC marine radio with integral GPS. Vessel's VHF-DSC RADIO is not properly connected to a GPS received.

Repair port bow rail course next to embarkation ladder.

Make repairs to the gasoline leak on the outboard engine prior to the carriage of passengers.

Provide plans or verify the electrical installation is in accordance with the approved plans. It was noted that all over current protection was removed and replaced with blue sea switched, the battery was replaced with an undersized replacement, and modification to the existing wiring has occurred. Prior to the carriage of passengers.

Provide a serviceable BI and BII fire extinguishers with approved mountings to replace deteriorated ones found on board the vessel. Prior to the carriage of passengers.

Provide a drip pan fitted with a flame screen to be installed in way of the gasoline fuel filter. Prior to the carriage of passengers

Provide emergency instruction and (02) fire buckets for a total of (03) prior to the carriage of passengers.

Provide operational navigation lights IAW COLRES. The vessel is restricted from operating from dusk to dawn.

Provide a light for the magnetic compass. The vessel is restricted to day time operations only.

Provide a corrosion resistant clip with line for the float light. The vessel is restricted to day light operations only.

Provide a VHF radio with DSC and an updated Radio Safety Certificate. The vessel is restricted from operating more than 1000 feet from shore.

Provide an emergency broadcast placard within 14 days.

Replace the flexible bilge line in way of the strainer installation with fixed metallic piping and provide a cross connection to each bilge pump IAW the approved plans.

Provide a bilge high level alarm for the port hull within 14 days.

Renew missing through bolt between the port and starboard hull within 14 days.

Replace flexible fuel hose with a SEA J-1942 approved hose designed for usage with gasoline within 14 days.

Provide an ABYC H-25 fuel tank of no more than 7.5 gallons to replace the existing fuel tank within 14 days.

Replace/repair the inoperable voltage gauge and provide lube oil and temperature gauges for the outboard engine within 14 days.

Provide a self locking nut for the starboard steering arm within 14 days.

Provide a second portable light within 14 days.

Replace (01) deteriorated life jacket and repair or replace 18 adult life jackets due to deteriorated reflective tape. The total persons allowed on board is reduced to 25. All deteriorated reflect material shall be addressed within 14 days.

Provide the following: updated charts to replace charts last updated in 2007; light list; tide and current tables within 30 days.

Provide pest control to eradicate the termite infestation found onboard within 30 days.
