Each survival craft shall be stowed in a state of continuous readiness so that two crew members can carry out preparations for embarkation and launching in less than 5 minutes. When launching from inside the #2 lifeboat, the dead man switch got stuck up and continued to pay out the falls without tension being applied to the cable.

Resolution: The lifeboat was raised and lowered multiple times in the presence of CG MI's, RO, and OEM and the problem did not repeat.
