Vessels of 26' length and over shall be provided with individual bilge lines and bilge suctions for each watertight compartment. The bilge system on the vessel is not working and did not provide suction out of the storage compartment. Vessel crew appeared unfamiliar with the bilge system and the controls for the system were not labeled properly to allow for the proper operation of the system. Prove proper operation of the installed bilge suction system from all compartments to the satisfaction of the CG prior to carrying passengers and properly label system controls and components to allow for the proper operation of the bilge system. 46 CFR 182.25-5
