Resolution: Deficiency was cleared, due to the fact that the vessel has not returned to the U.S. in over ten years.

The O.W.S. is required to prevent the discharge of water with an oil content in excess of 15 ppm. During testing the three way valve has heard cycling when the oil content meter exceeded 15 ppm. The oily water mixture continued to flow from the overboard discharge test spigot, downstream of the three way valve.
