THE ARRANGEMENT ON BOARD THE SHIP FOR THE EXTRACTION OF SAMPLES FROM THE 15 PPM BILGE ALARM SHOULD GIVE A TRULY REPRESENTATIVE SAMPLE OF THE EFFLUENT WITH ADEQUATE PRESSURE & FLOW. PSCO OBSERVED A VALVE INSTALLED IN THE SAMPLE EXTRACTION LINE. THIS VALVE IS INCLUDED IN THE VESSEL'S APPROVED PIPING DIAGRAM PROVIDED BY THE SHIP’S CREW BUT IS CONTRARY TO THE INSTALLATION INSTRUCTIONS FOR THE INSTALLED OIL CONTENT METER MODEL, XOC-1. THE INSTRUCTIONS STATE: “EXCEPT FOR THE ORIGINAL VALVE, THE VALVE CANNOT BE INSTALLED IN THE WHOLE SAMPLING PIPELINE.” [name withheld] THE INSTALLED VALVE IN THE SAMPLE LINE CAN PREVENT THE OCM FROM RECEIVING A TRULY REPRESENTATIVE SAMPLE OF THE EFFLUENT.
