Rails or equivalent protection must be installed near the periphery of all decks accessible to the crew. Equivalent protection may include lifelines, wire rope, chains, and bulwarks that provide strength and support equivalent to fixed rails. Vessel does not have railing or equivalent protection around the entire perimeter of the vessels main deck, allowing direct access from the main deck over board. Vessel shall install adequate rails to provide protection to the crew.

All owners and operators of an existing towing vessel must have a valid COI prior to the specified phase-in period. This vessel is one of the 50% of the vessels that has not obtained a valid COI. On December 21st, 2020, marine inspectors arrived on scene to conduct an initial COI as schedule by company representative. Upon arrival for inspection, marine inspectors were informed that the vessel was not at scheduled location and was currently working a job. As a result of the vessel not being present for inspection by the prescribed date as noted on the initial 835V issued on 30SEP20, vessel shall not move from it's present location and shall not operate until a marine inspector completes an initial COI.
