During maintenance and sanding on the side shell, the crew uncovered an elongated area of rot on the starboard side below the sheer plank. Crew has been cutting the section back to good wood. Submit a repair proposal to the Coast Guard with details of the materials, measurements and repair procedures for the plank replacement. Conduct the repairs/plank replacement in accordance with the repair proposal to the satisfaction of an attending Coast Guard Inspector.

Vessel has raw water valves that were not open and available for examination. During an inspection of the hull documented seven (07) through hull openings on the starboard side and three on the port. Remove all seawater/raw water valves and make available for inspection. Any valves that are no longer in service, must be secured in the closed position and capped off.

Several sections of the keel were holed on the starboard side. This mostly included sections of the worm shoe aft of the keel angle bar but also included small sections of the main keel. Sounded the area around these holes and determined the existing wood keel to be in a sound condition. Clean out, remove any existing wet rot and fair down and treat the exposed wood with sealant and epoxy to arrest any further rot.

Identified a small, holed section of the side shell on the starboard side, forward, just aft of the anchor chain plate. Surrounding wood was sounded and found to be ina good condition. Clean out, remove any existing wet rot and fair and treat the exposed wood with sealant and epoxy to arrest any further rot.

Observed a raw water valve in the galley on the starboard side just of the keel with out a valve cock or closing device. According to the vessel owner, the sink is no longer utilized and the raw water intake is no longer necessary. If the intake is no longer in service, no longer in service, the through hull must be secured in the closed position and capped off.

Observed dead end wires and a corroded junction box in the aft salon head. Either remove the dead end wires completely from their source or properly terminate the ends of the wires with twist on connectors and secure in a junction box.

Electrical equipment on a vessel must be installed and maintained to: (a) Provide services necessary for safety under normal and emergency conditions; (b) Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock;

(c) Each life jacket must be approved under approval series in subparts 160.002, 160.005, 160.055, 160.115, 160.176, or 160.255 in part 160 of this chapter, or other standard specified by the Commandant. An inflatable life jacket approved under approval series in subpart 160.255 of part 160 of this chapter must include a full back-up inflation chamber 10 life jackets rendered not serviceable and properly destroyed. Vessel issued 705 and limited to 32 passengers until replaced and placed in service.

For all U. S. documented vessels, the name and the hailing port of the vessel must be marked on some clearly visible exterior part of the stern of the vessel in accordance with 46 CFR 67.123(a). There were no markings on the stern of the vessel that indicated the vessel name and the hailing port. Properly mark the name of the vessel and the hailing port to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

On a vessel required to demonstrate stability characteristics, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel in accordance with 46 CFR 176.306. The Owner removed the stability letter from the vessel and there was no stability letter posted in the wheelhouse. Locate the stability letter issued to the vessel and post it under glass so that all pages are visible to the operator to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces in accordance with 46 CFR 182.530. There were no labels indicating which spaces were alarming at the operating station to alert the operator. Properly label all bilge high level alarms indicator lights and automatic bilge pump operation indication lights at the operating station to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

Each Life Ring Buoy on a vessel must be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150; and in accordance with 46 CFR 180.70(b). The grab line on the Life Ring Buoy was rotten and serviceable. Install a new grab line becketed around the outside of the life ring buoy or provide a new Life Ring Buoy to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

The number and identification of the Personal Flotation Devices stowed inside life jacket lockers or closets, and their sizes, must be marked in clearly legible letters and numbers (quantity) on each container for life jackets in accordance with 46 CFR 185.604(f). There were no life jacket lockers on board during the time of the inspection. All life jacket storage lockers must be put back on board the vessel and must specify the type of life jacket (Adult or Child) and an accurate count of what is inside the container to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

At least 50% of the vessels crew must be currently certified in basic first aid and CPR in accordance with the guidance in NVIC 1-91. No one on board was able to produce current certification in basic first aid and CPR at the time of the inspection. Provide basic first aid and CPR training and certification for at least one member of the crew to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

On a vessel, fuel shutoff valves must be installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck in accordance with 46 CFR 182.455(b)(4). The fuel shutoff on the starboard side fuel tank did not completely close. Make repairs and demonstrate proper operation of the emergency fuel shutoffs to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock in accordance with 46 CFR 182.200(b). There were numerous exposed and dead end wires throughout the vessel and wiring remaining from equipment that is no longer operable or serviceable. Remove all dead end, bare and unused wiring to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

Electrical equipment on a vessel must be installed and be suitable for the roll, pitch, and vibration of the vessel underway in accordance with 46 CFR 183.220(a). There were numerous light fixtures, junction boxes and electrical outlets throughout the vessel that were hanging and not properly secured. Secure all light fixtures, junction boxes and electrical outlets to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

Each small battery installation on a vessel must be located in a well ventilated space and protected from falling objects in accordance with 46 CFR 183.354(b). The covers protecting the batteries in the engine room and for the anchor windless we in place but not properly secured with straps to prevent the covers from fall off. Properly install straps to ensure all battery covers are secure to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022

On each vessel, a suitable metal marine type strainer, meeting the requirements of the engine manufacturer, must be fitted in the fuel supply line in the engine compartment and fuel filter and strainer bowls must be highly resistant to shattering due to mechanical impact and resistant to failure due to thermal shock in accordance with 46 CFR 182.455(b)(6). The vessel was using bowls not originally designed with the RACOR fuel filters and are secured with hose clamps and zip ties. Provide flame impingement bowls in accordance with the manufacturers instructions and to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes in accordance with 46 CFR 176.830(b). The vessels bilge in the engine room has an excessive accumulation of oil. Properly clean the engine room bilges and ensure all oily water and any soiled cleaning equipment is properly disposed of to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

On a vessel, the design of all exhaust systems must ensure minimum risk of injury to personnel and must not leak from the piping or any connections in accordance with 46 CFR 182.430(a)&(b). The wet exhaust piping coming from the starboard main diesel engine had a steady leak. Make permanent repairs to the wet exhaust piping in way of the starboard main engine to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited, the operator must secure each Type III device in a manner which prevents discharge of sewage in accordance with 33 CFR 159.7(c). The vessel has an installed type III holding tank that a three way valve for overboard or shore discharge but the valve was not properly secured while the vessel is moored to the dock. Provide adequate means to secure the overboard valve on the sewage holding tank to the satisfaction of an attending Coast Guard Marine Inspector no later than June 10, 2022.

Noted 120v wires unused and unprotected outboard the refer box.

Outboard the port MDE the engine room light bezel is missing.

The light switch in the galley is hanging by the electrical cable and is unsecured.

An adult life jacket must be provided for each person carried on board a vessel. Provide Type 1 life jackets for total persons on board as allowed by your COI. Removed five foam covered life jackets from the vessel due to neck failure from stress test.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel is overdue for a dry dock inspection as of 01Mar2021.

Engine room had accumulation of oil in the bilge and there were overall housekeeping concerns.

The marine inspector may conduct a visual examination and may require nondestructive testing of the propeller shafting whenever the condition of shafting is in question. The vessel's starboard shaft seal is leaking. The starboard rudder sleeve was also found leaking.

The aft deck in the superstructure has a hole and daylight can be seen from the aft cabin.

A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter and most be fitted with a lifeline. Vessel's life ring was in-serviceable.

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Vessel's batteries in the engine room were missing their covers.

Each connection to a conductor or terminal part of a conductor must be made within an enclosure. Light switch for aft deck was missing a cover plate.

The marine inspector may conduct a visual examination and may require nondestructive testing of the propeller shafting whenever the condition of shafting is in question. The vessel's port rudder sleeve is leaking water.

Noted several dead end wires in the engine room not properly secured in junction boxes or removed completely.

Upon arrival to the vessel, observed and unapproved alteration when entering the main salon, evidence indicates addition of support structures added 16 Foot on both port and Starboard side and approximately 8 foot 3X6 centerline. This new structure is in addition to the original structure of the vessel, this is viewed by the Marine Inspector as a temporary repair. Vessel must submit detailed drawings (Dimensions, Wood Type, existing structure that the new structure is supporting/distributing weight to) to MSU Savannah and MSU will forward the submission to Marine Safety Center (MSC) for review and comment. Once reviewed, the vessel must implement the provided comments to the satisfaction of an attending Coast Guard Marine Inspector. The vessel will be restricted from carrying passengers after February 28th, 2021 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46 CFR 177.300

An adult life jacket must be provided for each person carried on board a vessel. Provide Type 1 life jackets for total persons on board as allowed by your COI. Vessel is restricted to 39 total persons on board. 46CFR180.71(a)

Properly mark the storage location and amount of Adult life jackets back aft in accordance with 46 CFR 185.604 and 46CFR180.78. The vessel will be restricted from carrying passengers after July 6, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

The words ‘‘FIRE BUCKET’’ must be stenciled in a contrasting color on each bucket. Ensure all Fire Buckets are stenciled. The vessel will be restricted from carrying passengers after July 6, 2020 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR181.610

Provide proof of pre-employment drug testing and enrollment in the Company's random drug testing pool for all employees in a sensitive safety position in accordance with 46 CFR 16.210. Members are not authorized to fill any safety sensitive position on the vessel until the necessary proof of pre-employment and enrollment in the random program are received and reviewed by this office.

A vessel must carry one floating waterlight as required by 46CFR180.70(d). Vessel is limited to daytime operation until corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels submersible electrical bilge pump is not permanently mounted on the forward two pumps as described in 46CFR182.(e)(3). Permanently mount the bilge pump. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels automatic bilge pump visual indicator is not working in the Lazarette and it does not meet the minimum standards of a visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating as required in 46CFR182.530.(c). The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

18 life jackets needs to be re marked with Type I retro reflective material per 46CFR185.604(h). The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessel needs 3 (160.021) hand red flares as required by 46 CFR180.68(a). The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Properly mark the storage location and amount of Adult and children's life jackets ensuring that they are separated so that children are not mistaken for adult life jackets in accordance with 46 CFR 185.604 and 46CFR180.78. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof crew training at least every 3 months as to the duties the crew member is expected to preform as required by 46CFR185.420. Crew training shall be logged or documented with the date and general description of the training topics. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof of Man overboard and Abandon ship drills and training as required by 46CFR185.520. Abandon ship and man overboard drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof of Fire fighting drills and training as required by 46CFR185.524. Firefighting drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide a Discharge of Oil Prohibited placard and properly post in a conspicuous place in accordance with 33 CFR 155.450 to the satisfaction of an attending Coast Guard Marine Inspector. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide and post a MARPOL V, garbage placard in accordance with 33 CFR 151.59. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard MI.

Provide first aid kit, current one is expired and does not meet 46CFR184.710/160.041. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide at least one crewmember on each vessel with CPR/First Aid training per 46CFR15.501 and NVIC 1-91. The vessel will be restricted from carrying passengers after July 3, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels dry dock and internal structural examination was incomplete due to the owners decision to not proceed any further with the examination and does not meet the minimum standard as required in 46 CFR176.610. Vessel must make all spaces available for proposes examination . The COI was withdrawn in accordance with 46CFR176.107(c) at owners request for non compliance with the scope of the dry dock and internal structural examination in accordance with 46CFR176.610.

Vessels Port and Starboard fuel tank show signs of wasted metal and does not meet the minimum thickness as required by 46CFR182.440(a)(1). Vessel must arrest the wastage and recoat both tanks to prevent additional wastage. Vessel has until February 28th, 2019 to correct. Fuel tanks from this point forward will be inspected at each annual inspection for signs of wastage and may be subject to additional testing such as UT Shots or tests described in 46CFR182.440(c) as determined by the attending Marine Inspector at the time of the inspection.

1 Vessels Generator is inoperable and identified on the vessels approved electrical installation plan as required by 46CFR177.05-1(a). Owner must repair ensure that it meets the regulations provided in 46CFR183.10-5. If owner decided to remove or not utilize the generator, Owner must revise, submit, and receive approval of an electrical installation plan to the Marine Safety Center as described in 46CFR177.202. *UPDATED New 10AUG18: Vessel has until (17AUG18) to correct to the satisfaction of the attending Marine Inspector. If not corrected by 17AUG18, deficiency will be changed to restricted from operating with passengers Old verbiage issued 18JUL18 : Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

Vessel’s cables entering the Hot Water Heater in engine room does not adequately protect from abrasion and does not meet minimum standard of cable armor shall be secured to the box or fitting and openings though which conductors enter shall be closed as required by 46CFR183.10-20(f). Owner must repair ensure that it meets the provided regulation or remove the Hot Water Heater and all associated wiring. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

4. Vessel’s Air conditioning controller wiring in the starboard side paint locker is exposed does not meet minimum standard of electrical controllers more than 50 volts must be protected from moisture or dirt as required by 46CFR183.10-10(a). Owner must remove controller or ensure that it is drip proof protected. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

5. Vessel has unauthorized spliced wiring in the starboard side paint locker is exposed does not meet minimum standard of splices shall be mechanically secured and made in junction boxes as required by 46CFR183.05-50(b). Owner must remove spliced wire from its source or repair ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

6. Vessel’s cable entering lighting fixture on port side galley light is not adequately protected from abrasion and does not meet minimum standard of cable armor shall be secured to the box or fitting as required by 46CFR183.10-20(f). Owner must repair ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

7. Vessel’s main AC distribution panel in engine room is exposed does not meet minimum standard of electrical controllers more than 50 volts must be drip proof and protected from moisture or dirt as required by 46CFR183.10-10. Owner must repair or replace to ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

8. Vessel’s cables entering main AC panel in engine room does not adequately protected from abrasion and does not meet minimum standard of cable armor shall be secured to the box or fitting and openings though which conductors enter shall be closed as required by 46CFR183.10-20(f). Owner must repair ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

9. Vessels yellow cable entering the top AC distribution panel in engine room is not of the approve type and does not meet minimum standard of wiring materials of 50 volts or more must be constructed with the references found in 46CFR183.10-20(a). Owner must replace to ensure that it meets the provided regulation. *UPDATED New 10AUG18: Vessel has until (17AUG18) to correct to the satisfaction of the attending Marine Inspector. If not corrected by 17AUG18, deficiency will be changed to restricted from operating with passengers Old verbiage issued 18JUL18 : Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

10. Vessel’s main AC distribution panel in engine room contains more than one source of voltage does not meet minimum standard of signage waring personnel of more than one voltage as required by 46CFR183.10-10. Owner must install signage to ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

11. Vessel’s outlet box in port side galley does not adequately protected from abrasion and does not meet minimum standard of cable armor shall be secured to the box or fitting and openings though which conductors enter shall be closed as required by 46CFR183.10-20(f). Owner must repair ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

12. Vessel light fixture above the port side engine is missing a plug and does not meet the minimum standard of openings in boxes shall be adequately closed as required by 46CFR183.10-20 (f). Owner install a plug to ensure that it meets the provided regulation. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

13. Vessel has an outlet that is exposed with no face plate in the Aft cabin and does not meet minimum standard of electrical installations being reasonably safe from shock of personnel as required by 46CFR183.01-5(a). Owner must install a face plate or remove the outlet and all associated wiring. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

14. Vessel has an unused, improperly mounted outlet that in the Aft cabin and does not meet minimum standard of electrical installations being reasonably safe from shock of personnel as required by 46CFR183.01-5(a). Owner must properly mount or remove the outlet and all associated wiring. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector

15. Vessel is restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

17. Vessel has an outlet that is exposed with no face plate in the Aft Aft cabin and does not meet minimum standard of electrical installations being reasonably safe from shock of personnel as required by 46CFR183.01-5(a). Prior to carrying passengers, ensure all penetrations that go through the forward and aft bulkheads of the engine room are sealed with an approved material (Fire Stop) to ensure that if the fixed fire extinguishing system is activated, it will effectively extinguish the fire as designed and to prevent the release of the agent into any of the adjacent spaces. This includes any penetrations including exhaust piping, wire runs and other piping. All installations must be inspected and approved by an attending Coast Guard Marine Inspector and to good marine practice.

22. 34. Properly install a positive shutoff valve at the hull penetration for each through hull penetration, regardless of service, that is below a line that is parallel to and least 6 inches above the deepest load waterline in accordance with 46 CFR 179. 350(c). Any hull penetrations that are not accessible to install a valve will be addressed at the next dry dock inspection no later than February 28, 2019.of the overhead/bulkhead of the salon located above the machinery space. This list is not inclusive and additional areas should be addressed if observed.

35. During an inspection in the engine room, excessive pitting was observed on the bottom and sides of the fuel tanks. At the next scheduled dry dock inspection no later than February 28, 2018, submit a proposal to this office how the structural integrity of the fuel tanks will be determined. This could be accomplished through a pressure test or ultrasonic belt gauging.

Vessels crew unable to perform a satisfactory man overboard drill. Preform a successful man overboard drill in the presence of a Coast Guard Marine Inspector prior to operating with passengers 46CFR176.808(g)

Flammable liquids onboard must be in a locker constructed by steel or equivalent and must be protected by fire extinguishing system as a storeroom. Remove flammable liquids onboard or place them in proper locations. 46CFR177.405(d) 49CFR181.400(a)(8)

Batteries must be mounted in trays lined with or constructed of a material that is resistant to damage by the electrolyte. Multiple batteries stored on deck thought out the vessel. 46CFR 183.350(e)

32. Properly install a positive shutoff valve at the hull penetration for each submersible electric bilge pump in accordance with 46 CFR 182.520(e)(7). 33. Prior to the next dry dock inspection no later than February 28, 2019, provide a detailed repair proposal for any areas of wood rot observed during the walk around of the vessel. All repairs must be completed in accordance with the guidance in NVIC 7-95, Guidance on Inspection, Repair and Maintenance on Wooden Hull Vessels. The proposal must be detailed with list of materials and methods/procedures of repair. Two areas identified are the transverse I-Beam located in the overhead of the galley and the corner section

Crop and renew wasted transverse frame located in the engine room, portside in way of the muffler for the port side main diesel engine. Wastage is from the sheer strake end extends downward toward the turn of the bilge approximately 18 inches.

Vessel only has 16 adult lifejackets and 3 child life jackets and does not meet the minimum standard of 42 life jackets and 5 child life jackets as indicated on the vessels COI as required by 46CFR176.808(e). Owner is only certified to carry 16 adults and 3 children until additional lifejackets are put in to service and inspected by Coast Guard Marine Inspectors for Approval.

Vessel floating water light does not light up and does not meet the minimum standard of a vessel must carry one floating light as required by 46CFR180.70(d). Vessel is limited to daytime operations (Sunrise to sunset) until light works and is inspected/approved by Coast Guard Marine inspector.
