RUDEE MARINER

To maintain a valid Certificate of Inspection (COI), the vessel must complete its annual inspection within the timeframes outlined in 176.500(b)(1). The RUDEE MARINER has exceeded the required interval for its COI renewal inspection and is not authorized to operate until a valid COI has been issued.

It is intended that all machinery be installed and maintained in such a manner as to afford adequate protection against fire, explosion, machinery failure and personnel injury. STBD main engine does not have protective guard on rotating belt. (46 CFR 182.01-5)

Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. Two life floats had areas of delamination and the color had faded. Considered not in serviceable condition. 46CFR180.175(a)

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Submit plans to MSC for approval. 46CFR181.405(c)

On vessels described by 46 CFR 175.110(c), flammable items not otherwise covered by the regulations of this subchapter, such as rechargeable batteries, including lithium ion batteries utilized for commercial purposes, must be handled, stored, and operated in a way that mitigates the risk of hazardous conditions. Provide plan to attending MI's. 46CFR185.364

For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include but need not be limited to - (1) Training in the use and location of firefighting equipment and firefighting knowledge, including: (i) Location of firefighting appliances and emergency escape routes; (ii) Types and sources of ignition; (iii) Flammable materials, fire hazards and spread of fire; (iv) The need for constant vigilance; (v) Actions to be taken on board; (vi) Fire and smoke detection and automatic systems on board; and (vii) Classification of fire and applicable extinguishing agents. (2) The drills required by § 185.524, including fire location and fire type; and (3) Emergency egress training for each member of the crew, to occur for all members of the crew - (i) At least monthly while such members are employed on board the vessels; and (ii) Each time a crew member joins the crew of such vessel. Provide training program to attending MI's. 46CFR185.420

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List. Out of date Coast Pilot [name withheld] and paper charts. 46 CFR 184.420

Each rescue boat and ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. Ring buoy missing SOLAS Type II retro. 46 CFR 185.604(h)

The name of a vessel must be marked or painted in clearly legible letters and numbers: On each life float and buoyant apparatus. Vessel name falling off 01 life float. 46 CFR 185.604(a)(2)

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. Wire run in tank room not watertight. 46 CFR 179.320(c)

A bilge suction must be fitted with a suitable strainer having an open area not less than three times the area of the bilge pipe. Strainer in tank room corroded away. 46 CFR 182.510(b)

Mechanically propelled "S" vessels which carry more than 49 passengers shall comply with the provisions of Subchapter "F" of this chapter. Found multiple sections of flexible hose installed in the bilge and fire main piping system. 46 CFR 182.40-5(b) "Old-T"

The power fire pump shall be self-priming and of such size as to discharge an effective stream from a hose connected to the highest outlet. Found fire pump seal leaking and showing signs of failure.

The bilge suction shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. Found bilge strainer in the engine room wasted Corrected on the spot, replaced with new strainer.

All electrical installations shall be to the satification of the Officer in Charge, Marine Inspection. Found battery connection posts had corrosion.

Alcohol testing devices need to be carried on board each vessel. Found expired alcohol testing devices on board. Vessel is restricted to operate within two hours of their open collection site. Outfit vessel with valid alcohol testing devices to the satisfaction of the attending Coast Guard Marine Inspector.

A vessel of at least 26 feet in length must be provided with individual bilge lines and bilge suctions for each watertight compartment. Bilge line is lazarette is corroded. Repair to the satisfaction of attending Marine Inspector. 46 CFR 182.510(a)

Penatration in watertight bulkhead must be as high and as far inboard in the bulkhead as practicable and made watertight. Cable and pipe penetration were not watertight in 2nd hold and in the engine room. Ensure watertight bulkhead penetrations are made watertight to the satisfaction of attending Coast Guard Marine Inspector. 46 CFR 179.320(c)

The aft three spaces are missing strainers on the bilge suction.

Vessel's upper deck entraceways are not marked witht he maximum allowable number of passengers.

Electric waterlights do not have approved batteries and one of the waterlights' bulb is cracked.
