The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its COI giving consideration to provisions for a seaworthy hull…Upon entering the port hull aft compartment, water and air bubbles entered through the bottom of the hull in way of the keel. Could not determine exact location of damage. Owner to determine the condition of the hull by means of dry dock. At that time a Marine Inspector will attest to any damage and review any repair proposals. Passengers are not permitted until the vessel is deemed sea worthy. 46 CFR 177.100
