Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. The vessel missed its annual inspection. Vessel must undergo an inspection for certification prior to operations. 46 CFR 176.500(a)(1)

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station: (1) A light to indicate discharge; (2) An audible alarm that sounds upon discharge; and (3) A means to reset devices used to automatically shut down ventilation systems and engines. Fixed fire fighting system inoperable.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in a space with a non-water-tight closure, such as a space with a non-watertight hatch on the main deck. Inoperable high water level alarm device.

All vessels must have navigation lights. All navigation lights are inoperable. Vessel operations are restricted to daytime/clear visibility until deficiency is rectified.

A portable hand bilge pump must have a suitable suction hose capable of reaching the bilge of each watertight compartment and discharging overboard. Suction hose had multiple cracks and was inoperable.

A vessel on a lakes, bays, and sounds, route must carry: Three hand red flare distress signals and three hand orange smoke distress signals approved in accordance with subchapter Q of this chapter. Vessel only had four, missing two.

A vessel must carry one floating waterlight, unless it is limited to daytime operations, in which case no floating waterlight is required. The waterlight is missing. Vessel is limited to daylight operations until waterlight is replaced.

Each ring life buoy must be marked with Type II retroreflective material approved in 46CFR164.018 in subchapter Q of this chapter or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). Ring Buoy missing all retro reflective tape.

A vessel must be provided with an auxiliary means of steering that is: (1) Of adequate strength; (2) Capable of moving the rudder from 15 degrees on one side to 15 degrees on the other side in not more than 60 seconds with the vessel at one-half its maximum service speed ahead, or 7 knots, whichever is greater; and (3) Controlled from a location that permits safe maneuvering of the vessel and does not expose the person operating the auxiliary means of steering to personnel hazards during normal or heavy weather operation.
