The operator must secure each Type III device to prevent sewage discharge; acceptable methods include: closing valve and removing handle, padlocking the valve in a closed position, or using a non-releasable wire-tie to hold overboard valve in closed position. Vessel did not have an acceptable means to secure the sewage overboard discharge. Provide an acceptable means to secure sewage overboard discharge.
