EACH VESSEL OF NOT MORE THAN 26' SHALL HAVE A 20-INCH RING LIFE BUOY, FITTED WITH A LIFELINE THAT IS BUOYANT, AT LEAST 60-FEET IN LENGTH, 5/16" DIAMETER, HAS A BREAKING STRENGTH OF 1124-POUNDS, AND IS DARK IN COLOR IF SYNTHETIC OR BE CERTIFIED AS RESISTENT TO UV DETERIORATION. THE RING LIFE BUOY ON THE VESSEL HAD A DETERIORATED LIFELINE, WHICH ALSO DID NOT MEET THE REQUIRED SPECS FOR A LIFELINE.
