PSCO observed the Safety Management System does not provide instructions on adequate procedures for all inspection of the turbocharger. Turbocharge compressor dry cleaning is 561 hours past due. Turbocharger air filter is 461 hours past due. Turbo scavenger air cleaning is due monthly and past due as of 18DEC18. Turbocharger wet cleaning is 461 hours past due. The C/E sates "engine run hours are placed into the system at the end of the month". Instead of updating the the hours when conducting a job as required by page 21 of the procedures manual maintenance SMS.
