All vessels shall be provided with bilge pumps in accordance with Table 183.25-10(a). The provided fixed hand bilge pump for the starboard hull cannot get suction to effectively dewater the starboard hull compartments. At each initial and subsequent inspection for certification, the marine inspector may require that an abandon ship or man overboard drill be held under simulated emergency conditions specified by the inspector. No man overboard drill was conducted. Conduct satisfactory man overboard drill in the presence of the attending marine inspector after credit dry dock.

At each initial and subsequent inspection for certification, the marine inspector may require that a fire drill be held under simulated emergency conditions to be specified by the inspector. No fire drill was conducted. Conduct satisfactory fire drill in the presence of the attending marine inspector.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Terminal strip board for the vessels stereo system in the port hull is missing the protective cover. Install a protective cover to the satisfaction of the attending marine inspector.

Where a flexible fill pipe section is necessary, suitable flexible tubing or hose having high resistance to salt water, petroleum oils, heat and vibration, may be used. Such hose shall overlap metallic pipe ends at least 1 times the pipe diameter and shall be secured at each end by two clamps of corrosion resistant metal. The flexible section shall be accessible and as near the upper end of the filling pipe as practicable. When the flexible section is a nonconductor of electricity, the metallic sections of the filling pipe separated thereby shall be joined by a conductor for protection against static spark when filling. Port fuel tank bonding cable was disconnected and terminated. Reconnect to the satisfaction of the attending marine inspector. 46 CFR 182.20-30(d) Old-T

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. The new stereo system overcurrent protection is a blade type fuse. Replace with a UL listed cartridge fuse of the same amperage to the satisfaction of the attending marine inspector.

A vessel of 12 meters or more in length shall be provided with a whistle. The whistle, bell and gong shall comply with the specifications in Annex III to these Rules (33 CFR part 86). Provide a whistle that complies with 33 CFR Part 86 to the satisfaction of the attending marine inspector.

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 65 feet in length carrying not more than 49 passengers, other than a ferry, provided that: (1) The pump is listed by an independent laboratory as meeting the requirements in UL 1113. The port and starboard submersible electric bilge pumps are not UL rated. Install UL 1113 rated submersible electric bilge pumps and prove proper operation in the presence of the attending marine inspector.

Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. installed battery charger missing fuse for the positive conductor from the charger to the house battery. Install the required UL approved cartridge type fuse as described by 46 CFR 183.380(k)(1) of the appropriate size for the model of battery charger installed as per the manufacturer’s installation instructions.

Except as otherwise provided in this section, rails or equivalent protection shall be installed near the periphery of all-weather decks accessible to passengers and crews. Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Vessel's port and stbd toilet holding tank is connected to the bilge pump ovbd valve, which is not the configuration as the original approved drawing of the system. During the vessels dry dock staring May 4, 2026, the system must be reconfigured as the original approved drawing of the system to the satisfaction of the attending marine inspector. 46 CFR 176.700(a)

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements. The aft net lashing on the port side passenger netting is fractured. Until lashing is repaired, passengers are prohibited from accessing port side netting. Submit repair proposal to attending marine inspector. 46 CFR 177.300

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Outboard port side machinery space ventilation closure unable to be fully closed. Temp solution accepted, submit permanent solution to MI. 46 CFR 182.465(h)

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018. Two child lifejackets had degraded retroreflective material. 46 CFR 185.604(h)

Each ring life buoy must be marked with Type II retroreflective material approved in 46 CFR 164.018. Ring life buoy was not marked with retroreflective material. 46 CFR 185.604(i)

Provision shall be made by means of plugs, covers, etc. to prevent admission of air into the space. Stbd engine room ventilation ducting not connected to ventilation cover. 46 CFR 181.20-35 (a)

An EAP training program must be conducted for the employer's crew members and supervisory personnel. Supervisory personnel must receive at least 60 minutes of training. Vessel Captain has not received supervisory training. Provide documentation or proof of completion of supervisory training to attending Marine Inspector. 46 CFR 16.401(b)

Where flexibility is necessary, a section of flexible metallic hose may be used. Nonmetallic hose may be used provided it is especially adapted to resist the action of oil, acid and heat, and has a wall thickness sufficient to prevent collapsing or panting. Exhaust hose for port engine has lost its integrity and has collapsed. Replace exhaust hose by 24 SEP 23 and install to the satisfaction of the attending Marine Inspector. 46 CFR 182.430(e)

A pre-engineered fixed gas fire extinguishing system must be installed in accordance with the manufacturer's instructions. Both engine compartments contain pre-engineered Fireboy systems. Both engine compartments are not vapor tight, decreasing the effectiveness of the Fireboy system. Make both engine compartments vapor tight by 24 SEP 23. 46 CFR 181.420(a)(4)

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. Fire extinguisher bracket forward of the port engine compartment is broken. Replace fire extinguisher bracket and install to the satisfaction of the Marine Inspector. 46 CFR 181.520

A submersible electric bilge pump may be used as a power bilge pump, provided that the pump is listed by an independent laboratory as meeting the requirement in UL 1113. The installed submersible electric bilge pumps for each engine compartments do not meet UL 1113. Install bilge pumps that meet UL 1113 and demonstrate operation to the satisfaction of the Marine Inspector. 46 CFR 182.520(e)(1)

Fuses in electrical systems must be of the cartridge type only. The fuse for the stereo is a blade type fuse. Install proper cartridge type fuse for the stereo in the electrical system onboard the vessel. 46 CFR 183.380(l)

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in certain unmanned spaces. Vessel only has two bilge alarm indicators, one for the port side compartments (engine compartment and head) and one for the starboard side compartments of the same arrangement. Install two additional bilge high level alarms at the operating station to ensure each space has its own bilge high level alarm indicator. 46 CFR 182.530(a)

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Circuit breaker for toilets, installed in the starboard engine compartment, is openly hanging by the conductors and is not mounted within an enclosure. Mount circuit breaker to the bulkhead within an enclosure to the satisfaction of the Marine Inspector. 46 CFR 183.200(b)

All fuel tanks shall be electrically bonded to the common ground. The starboard fuel tank grounding wire is disconnected. Properly connect grounding wire from fuel tank to common ground. 46 CFR 182.20-25(b)(4)[Old T]

A vessel must ensure that the material condition is satisfactory for its intended service. The tabs on the port and starboard porthole covers are missing, which prevents them from closing. Repair or replace the porthole covers on the port and starboard side to the satisfaction of the attending marine inspector. 46 CFR 176.802

Portable fire extinguishers shall be installed and located to the satisfaction of the Officer in Charge, Marine Inspection. No portable fire extinguisher near the operating station. Mount appropriate portable fire extinguisher with approved bracket at operating station. 46 CFR 181.30-10 (b) [Old T]

Except as otherwise provided in this section, every vessel shall be fitted with a suitable compass. Vessel’s magnetic compass is not mounted at the operating station. Mount compass at the operating station. 46 CFR 184.20-1 (a) [Old T]

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. The vessel’s first-aid kit is lacking ammonia inhalants. Provide ammonia inhalants for the first-aid kit on aboard the vessel. 46 CFR 184.710

Sail rigging and components are to be maintained in accordance with good marine practice as outlined in USCG NVIC 02-16. The attending Marine Inspectors observed wastage causing a hole on the port side of the boom, a missing washer on the lower connection of the boom to the mast, and rust on the fitting located at the bottom of the forestay wire under the jib rolling furler. The crew could not produce logs or records attesting to the completion of the monthly inspections, as required by the vessel's preventative maintenance plan to adequately assess the safe condition of their sail rigging system. Operator shall schedule a third party rigging survey, to include an aloft rigging inspection, and provide the survey report to be reviewed by the attending USCG Marine Inspector. 46 CFR 176.800 (a)

Gauges to indicate engine revoluations per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. The starboard engine RPM guage at the operating station was inoperable.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. The starboard fuel shutoff does not adequately close the fuel shutoff valve.

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2). VHF radio LAT/LONG for DSC operation.

A pre-engineered fixed gas fire extinguishing system must: Be capable of manual actuation from outside the space in addition to automatic actuation by a heat detector. Vessels stbd pre-engineered fixed gas fire extinguishing system had glass ampule broken with liquid drained out, rendering incapable of automatic activation. 46 CFR 181.420

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Both port and starboard bilge pump lights at the operating station are sun-damaged. Replace bilge pump bezels at the operating station. 46 CFR 182.530(c)

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level. Both port and stbd high water bilge alarm lights are inoperable. Replace bezel and prove proper operation of high level bilge alarms. 46 CFR 182.530(a)(1)

All vessels must have navigation lights that are in compliance with the Navigation rules. Vessel's installed running lights are inoperable; however, vsl operator has placed portable running lights directly above installed lights. Prove proper operation of permanently affixed running lights. 46 CFR 183.420

Each battery must be located as high above the bilge as practicable, secured to protect against shifting, and free from exposure to water splash or spray. Batteries currently sitting on keel stringers. Provide a battery tray or other means to secure batteries and to prevent batteries from shifting. 46 CFR 183.350(b)

A vessel must carry adequate and up to date charts of large enough scale to make safe navigation possible. Chart is updated to 2018. Provide updated chart for operating area. 46 CFR 184.420(a)(1)

Each vessel must also be marked in accordance with part 67, subpart I of Title 46 CFR which states the name of the vessel must be marked on some clearly visible exterior part of the port and starboard bow and the stern of the vessel at least 4" in height. The hailing port of the vessel must be marked on some clearly visible exterior part of the stern of the vessel of at least 4" in height. Vessel does not have hull markings. Mark vessel name and hailing port. 46 CFR 185.602(c); 46 CFR 185.602(a), 46 CFR 67.123

A pre-engineered fixed gas fire extinguishing system must have a light to indicate discharge and an audible alarm that sounds upon discharge at the operating station. Pre-engineered fixed gas fire exting. system in port engine space operates as designed; however, the visual and audible alarm are inoperable. Replace bezel at operating station. 46 CFR 181.420(b)(1) & (2).

Provide markings for stowage of both adult and child lifejackets.

Provide verification of Captain's FCC Operator's Permit IAW 47 CFR 13

Provide lanyard with detachable clip for waterlight on starboard ring buoy IAW 46 CFR 185.612

Post fireboy operating instructions at operating station and in the space where the system is located IAW 46 CFR 185.612

Secure life float painter (float free link) to vessel.

Provide paddle for life float to meet the requirement of 2 paddles per life float.

Make approved repairs to cracks identified in 10 person life float.
