Sector Delaware Bay received a report from the attending pilot that while inbound to Gloucester, NJ and under tug assist, the main engine did not respond when given throttle command as designed. A casual analysis must be conducted and proper repairs completed to the satisfaction of attending Class Society representative attesting that the vessel is fit for service.

SMS should ensure (.1) compliance with mandatory rules and regulations. 33 C.F.R. § 160.216 requires vessels to report illness of a person on board that may adversely affect the safety of a vessel or port facility as a hazardous condition immediately to the U.S. Coast Guard Captain of the Port (COTP). In addition to the 33 C.F.R. § 160.216 requirements, 42 C.F.R. § 71.21 requires vessels destined for a U.S. port to report to the Center for Disease Control and Prevention (CDC) any sick or deceased crew/passengers during 15 days prior to arrival at the U.S. port. PSCOs attended vessel for Port State Control exam and was notified by Flag State representative that vessel had experienced 4 COVID-19 cases within the last 15 days. Vessel did not make required reports to the COTP or CDC that 4 crew were disembarked due to suspected COVID-19 illness.
Conduct internal safety audit within 3 months to satisfaction of RO.
Action required: 10 - Deficiency Rectified
