(a) Except as otherwise provided in this section, rails or equivalent protection shall be installed near the periphery of all weather decks accessible to passengers and crew. STBD side amidships railing missing 1 bolt on both stanchions causing railing to be weak and not secure. Secure railing to the satisfaction of the attending marine inspector.

A proper certificate issued by the federal communications commission shall be regarded as evidence that the radio installation, if any, is in compliance with the requirements of that agency. FCC radio station license was expired. Renew and make certificate available to attending marine inspector.

At each initial and subsequent inspection for certification, the inspector shall examine and test all items in the ships outfit, such as ground tackle, navigation lights, compass, etc.. which are required to be carried by the regulations in this sub chapter. Ships stern light was inoperable. Make light operational and make available for inspection.

Propulsion machinery must be suitable in type and design for propulsion requirements. Port main engine had a fuel leak on return line.

For life float - approved under series 160.027 Life float was deteriorated and not serviceble, restricted to 22 total persons.

Bilge suction must be fitted with a suitable strainer having an open area not less than three times the area of the bilge pipe. Suction foot in bunkroom and head compartment did not have strainer.

The owner or operator shall be provided to test the steering system to determine suitable condition and fit for service. Port rudder post packing leaked excessively during operational test.

Fuel Oil Service. STBD AFT MDE shutdown inoperable. Repaired on the spot.

Hull Structure. Focsle longitudinal deck beam at access coming louver deteriorating. Deferred to dry dock.

Hull structure. Lazarette deck plate wood is soft. Deferred to dry dock 31May24.

Main Propulsion System. MI identified port shaft packing excessively leaking.

Not later than April 1, 2024, an operator of an overnight fishing charter not in compliance with such section 3306(n)(3)(A)(v) shall submit to the Commandant a plan for complying with such requirements. A plan for IFR compliance has not been submitted to the cognizant [name withheld] are prohibited access to overnight accommodation spaces. NDAA FY24 Section 3531(b)

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. Vessel is restricted from overnight accomidation operations until plans for system are submitted. 46CFR185.410(b)

Except as otherwise provided in this section vessels in ocean service shall carry sufficient life floats for all persons on board. One of vessels 22 life floats serving 22 pax is currently being serviced and has been replace with 12 pax life float. Restrict pax count to 34 until vessel receives 22 pax life float from servicing company. 46CFR180.10-5

The bilge suction shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. Engine room fwd bilge suction missing strainer. 46CFR182.25-5(b)

Vessels shall be inspected for compliance with the standards required by this subchapter. For items not covered by standards in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. MI observed excessive water from shaft packing and minimal water from port/stbd rudder posts. 46 CFR 176.25-1

All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection. MI identified loose wires that were not supported and numerous dead end wires located in the laz.

The painter must be of dark color if synthetic or of a type certified to be resistant to deterioration from ultraviolet light. MI observed minimal deterioration on life float line serving 22 pax.

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. Vessel has not submitted plans or installed the required Watchmen system. Vessel is restricted from carrying overnight passengers until deficiency is rectified. 46CFR185.410(b)

An interconnected detection and alarm system must: (1) Consist of multiple-station smoke detectors listed by an NRTL, or independent laboratory accepted by the Commandant according to 46 CFR subpart 159.010, as meeting UL 217 (incorporated by reference, see 46 CFR 175.600); (2) Be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) or 118.400(d) to be protected by the interconnected detection and alarm system; (3) Contain an independent power source; and (4) Alarm on low power. Vessel has not installed an interconnected Fire detection system as required. Vessel is restricted to no more than Limited Coastwise route until deficency is rectified. 46CFR181.450

As id'd during the dry dock exam, vessel is required to repair/resurface the deck due to excessive cracking and de-surfacing effects.

Vessel required to remove-treat rotten wood as id'd on bulkhead located in passenger/accommodation space which seems to be the effect from a leaking shower drain located above in the wheelhouse.

Vessel required to remove-clean-treat angel rot wood in the engine room as id'd.

Vessel required to replace 1 1/2" ball valve on portside used for freshwater overflow tank.

Prior to carrying overnight passengers owner shall provide documentation proving mattresses comply with the required standard.

Operator was not able to prove proper operation of required public address system.

vessel is missing required marking for max allowed passengers on upperdeck.

vessel is missing labeling for escape hatch location outside of head.

Each life jacket carried on a vessel on oceans route must have a life jacket light approved and securely attached to the jacket. Vessel only has 32 life jackets with working lights. Vessel to provide 04 lights for life jackets. Vessel restricted to 32 total persons.

Each vessel must carry a certificate with a valid endorsement while subject to the bridge-to-bridge act. Vessel is missing FCC Certificates. Vessel to provide certificates.

Provision shall be made by means plugs, covers, etc., to prevent the admission of air into space protected. Dampers did not actuate. Vessel was able to prove proper operation prior to the end of the exam.

All mattresses must comply with either FF 4-72.16 or IMO Res A.688(17), and may only contain polyurethane foam when tested to Res A.688(17). Provide proof of mattresses complying with regulations or plan to replace mattresses that are approved.

Except as otherwise provided in this section, vessels in ocean service shall carry sufficient life floats for all persons on board. One 22 person life float discoivered in unserviceable condition. restrict pax count to 22 until rectified (replaced). 46 CFR 180.10-5(a) (Old-T)

Each link certified by the manufacturer to meet the requirements of this subpart must have a corrosion resistant, waterproof tag attached. Tag on STBD life float weak link missing. Prove breaking strength or replace (along with whole STBD life float) prior to carriage of full pax. 46 CFR 160.073-20(a)

All vessels must have navigation lights that are in compliance with the applicable sections of the international and inland navigation rules. Restricted / night diving light non-functional. prove proper operation. 46 CFR 183.420

A vessel of 12 meters or more in length shall be provided w/ a whistle. Fixed horn is non-functional. Prove proper operation. 33 CFR 83.33(a)

All other vessel must undergo an inspection for certification as specified in 176.404 and annual inspection as specified in paragraph (b)(1) of this section. (b)(1) Annual Inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel is currently overdue for required annual inspection. Vessel is required to complete a satisfactory annual inspection prior to carrying passengers for hire.

Provide satisfactory/servicable life float. Max total persons onboard reduced to 22 until satisfactory replacement provided.
