Resolution: Re-opened engine air valve to M/E distributor. Tested engine propulsion and conducted a crew safety meeting.

Resolution: After USCG inspection, Chief Engineer and engine staff checked the OWS and system and found that the drain valve was open. The oil filtering equipment and its system have been properly checked and tested in operation.
