The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. The starboard spreader mount was found damaged on the aft mast. A rigging survey detailing damage and likely cause is required as well as a repair proposal. This is to be reviewed and approved by the attending marine inspector prior to repair work being conducted. Copies of the last inspections of the rigging and last survey shall also be submitted for review to the USCG. 46CFR177.330

Deck rails must include a top rail with the minimum height required by this section, and lower courses or equivalent protection as required by this section. The starboard side netting used as an equivalent to fixed rails did not have a means to secure the bottom aft corner to the bulwark.

Each lifeline on a ring life buoy must: (1) Be buoyant; (2) Be of at least 18.3 meters (60 feet) in length; (3) Be non-kinking; (4) Have a diameter of at least 7.9 millimeters (5/16 inch); (5) Have a breaking strength of at least 5 kilonewtons (1,124 pounds); and (6) Be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. The one (01) required ring buoy was not fitted with a lifeline.

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942 (incorporated by reference; see 46 CFR 175.600) or be specifically approved by the Commandant. The following restrictions apply: (1) Flexible nonmetallic hose must be complete with factory-assembled end fittings requiring no further adjustment of the fittings on the hose, or field attachable type fittings may be used. Hose end fittings must comply with SAE J-1475 (incorporated by reference; see 46 CFR 175.600). Field attachable fittings must be installed following the manufacturer's recommended practice. If special equipment is required, such as crimping machines, it must be of the type and design specified by the manufacturer. If field attachable type fittings are used, each hose assembly must be individually hydrostatically tested to twice the maximum operating pressure of the system. Found no manufacture markings on non-metallic fuel hoses from fuel tank to the propulsion engine, could not verify hose met SAE J-1942 standards. All fuel hoses were double clamped at fittings from the fuel tank to the propulsion engine, not complying with SAE J-1475 hose end fitting standards.

The forward hatch cover was found to have rotten areas near the hinges, where it connects with the trunk and is not making a proper weather tight seal, and is not secured by the hinges. At each initial and subsequent inspection for certification of a vessel,the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: Inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. During COI exam inspector found several severely corroded turnbuckles, pins, terminals and toggles. Head-stay pin at Cranse Iron was pulling out. Turnbuckle on jib boom and starboard whisker on bowsprit are two-blocked. Port side aft shroud chain plate block was crushed and bolt holding shroud was pulled partially out of block. Starboard intermediate aft shroud dead-eye lanyard is worn. Possible crack on starboard chain plate for starboard bobstay. Several wooden blocks show signs of cracking and/or completely broken. Port side port light fasteners severely corroded. Inspection was stopped and a third party rigging survey will be required. During 3rd party survey a CG marine inspector shall be present. 46 CFR 176.802 (a) (3)
