Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. Fuel oil service system shutoff valves are seized in the open position, non-operable, and located directly on the deck, not properly secured or mounted. 46CFR182.455(b)(4)

The following general arrangement modifications were made without OCMI approval following the issuance of stability letter Serial# H1-1700251. The capacity of the fuel tanks increased from (1) 30 gal tank to (2) 22 gal tanks, location of the fuel tanks changed, the fuel tank storage box was removed, and helm console was replaced. A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First Aid had outdated items and was in bad condition. Replace expired contents. 46 CFR 184.710

Provide all necessary documentation for engine repower to MSC for a determination as if it has been more than a 2% weight change.
