MI observed crewmember using MOB recovery ladder without sufficient means to secure oneself to the vessel during MOB recovery operations. Configure MOB recovery crewmember's lifejacket with adequate means to secure oneself to the vessel. Provide satisfactory proof of implementation to the attending [name withheld] within two weeks.
