The vessel owner/operator must schedule and complete the required annual inspection with the Coast Guard. Upon successful completion of the inspection, the COI must be revalidated to restore the vessel's compliance with 46 CFR 136.202. The vessel must not engage in commercial operations until these requirements are met.

A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. A small puncture was found on the outside of the hull leading to the starboard fuel tank. The vessel must safely make repairs to prevent any ingress of water.

Piping and tanks exposed to the outside of the hull must be made of metal and maintained in a leak free condition. The starboard side diesel fuel tank was leaking fuel onto the outside of the hull. The vessel must safely make repairs to prevent any further discharge of fuel.
