All owners and operators of an existing towing vessel must have onboard a valid COI prior to the specified phase-in period. The subject vessel was previously operating under a Worksite Exclusion (WSE), which expired on 5/6/22. It is understood that the owner/operator plans to eventually pursue certification under Subchapter M for this vessel. As the WSE has expired and the Subchapter M phase-in timeline has completed, the vessel must obtain a COI before future towing vessel operations.
